Research On Performance Evaluation Of ADB Loan Project

Since its accession to the Asian Development Bank(ADB)in 1986,China has carried out extensive cooperation in economic development,poverty eradication and environmental protection.The ADB loan project in our country.The performance gains has been the focus of our country and the concern,the performance gains will affect China's cooperation with ADB and China's social and economic construction.Therefore,we should strengthen the research on the performance evaluation of ADB loan project.The ADB loan project has its own particularity,the ADB loan project is not fully applicable to the Ministry of Finance issued"loan projects of international financial organizations performance evaluation guidelines.For this reason,this paper develops a set of performance evaluation system which is a part of the ADB loan project,which is of great significance to improve the quality of the ADB loan project performance evaluation.This paper first summarizes the research on the performance evaluation of ADB loan projects at home and abroad,the concept of performance evaluation of ADB loan project defines,and made a study on the related theory of performance evaluation of ADB loan project,mainly including the stakeholder theory,the theory of sustainable development,low carbon economy theory and grey system theory.Secondly,a comprehensive analysis at home and abroad to carry out performance evaluation of ADB loan project case,summing up successful experiences and failures,design a set of suitable for completion of the performance evaluation system of ADB loan projects(including the evaluation principle,evaluation process,evaluation framework),and make a detailed study.Then,through the comparison of several common methods of performance evaluation,selection of grey analytic hierarchy process completed the ADB loan project performance evaluation.Gray level analysis by using AHP,and the comprehensive evaluation of grey system with multi layers.In the end,this paper takes the Asian Development Bank loan H provincial hills city flood control project as the evaluation object to carry on the empirical analysis,and draws the conclusion that the performance evaluation system is effective,and the gray analytic hierarchy process is feasible.
