| China is currently the second largest sovereign borrower of the ADB and the introduction of ADB's agricultural loans is also gradually increasing.As agricultural modernization and guaranteeing nation grain safety have become the focus of China's agricultural development nowadays,whether it is reasonably and effectively used has become an important factor affecting the development of agricultural economy in our country.The implementation evaluation of the ADB loan projects for ACD can effectively strengthen the study of the management model and evaluation characteristics of the ADB loan projects,to improve the success rate of agricultural international cooperation projects,and lay a good foundation for China's agriculture to establish a good external image in the world and build a new pattern of agricultural opening to the outside world.On the basis of in-depth analysis of the scale,structure and development trend of ADB Loan Projects for ACD in China,this paper adopts the AHP to preliminarily construct the implementation evaluation index system of the ADB's loan projects for ACD,and obtains the specific weights of the evaluation indicators through the expert scoring method.Based on the consistency test,the comprehensive agricultural development project of ADB was used as an example for empirical analysis.The main conclusions are as follows:(1)The implementation of comprehensive agricultural development projects is relatively good,and there is little difference between provinces.According to the scores for the implementation of comprehensive agricultural development project,the scores were ranked from largest to smallest,followed by Henan,Ningxia,Jilin,Heilongjiang,Anhui,and Yunnan.Henan has the best project implementation effect,and Yunnan has a lower score for project results.The comprehensive score curve for the implementation of comprehensive agricultural development project is relatively flat,and there is little difference between provincial implementation effects.(2)there is a significant difference between different provinces in implementing measures.According to the results of the implementation effect of the criteria level indicators,the water conservation measures,agricultural measures,ecological measures,farmers' capacity building,and project management criteria have significant differences among the project provinces.Project management has the greatest difference and agricultural measures has the least difference among provinces.In addition,project provinces with high comprehensive scores in implementation results may have lower scores in the criteria layer than those in most other provinces,and project provinces with low overall scores may have higher scores in the criteria level than most other provinces.(3)The project progress is good.According to the results of the progress assessment data of the provinces of comprehensive agricultural development project,the scores were ranked from largest to smallest,followed by Henan,Jilin,Ningxia,Anhui,Heilongjiang,and Yunnan,and Henan had the best implementation progress score.Judging from the implementation progress score,the overall progress of the project is good.(4)According to the results of the scores of the implementation progress of various measures for comprehensive agricultural development project,the implementation progress of water conservancy measures and agricultural measures is fast,while the implementation progress of ecological measures,farmers' capacity building and project management is slow. |
