As an important livelihood industry,the real estate industry is related to the basic living and living right of the people,the drawbacks of the development of the real estate market and the special role of the government as the representative and executor of the public interest,which requires the government to intervene and manage the real estate market.China's government has a variety of ways to regulate the real estate market,which can be divided into three major means:administration,economy and law.In the past,the government has three main means of regulating the real estate market,and the application frequency and degree of the control measures of the real estate market are slightly different in the actual operation of the real estate market In 2010,in order to control the rising trend of the rational growth of house prices,the government put forward a strict restriction on the purchase and loan policy.Since then,the government has started to regulate the "new era" of the real estate market with administrative means.Due to the mandatory characteristics of the administrative means,the administrative measures in the real estate market have attracted wide attention and discussion,and whether the administrative measures should continue to be used in the appraisal of the housing market regulation,and the majority of existing researches or excessively one-sided negation of the role of administrative measures in the regulation of the real estate market,or fail to further study the positive role of administrative means to better play its positive role.In view of this,this paper is taken as an approach to that dialectic analysis of the role of real estate market regulation by way of an example,and to put forward the relevant countermeasures for the positive effect of administrative instrument on real estate market regulation,and put forward better play the role of administrative instrument to the real estate market in the light of the problems that the administrative means of the administrative means are based on the pros and cons of real estate market regulation.Based on the theoretical analysis and definition of macro-control of the real estate market and real estate market,this paper analyzes the reasons for the high housing prices in China from the perspective of the distorted administrative means and the improper use of administrative means by local government rent-seeking behaviors,and the structural imbalance in the real estate market caused by the loss of government administrative responsibilities.Thus,it is concluded that the existing contradictions in the real estate market require the proper administrative control by the government.Secondly,we have introduced the stage of the development of the housing market in our country since 1998,and in this context,we chose the representatives of Shanghai,Changsha and Xining to discuss the practical effects of the government's executive action to control the local real estate market,and to conclude that the government has been able to regulate the housing market in a very fast way,and that the housing market has been rapidly cooled and the housing market has been perfected and the system of the housing market has been perfected and has a positive role in building a good government image,and,of course,there are also excessive administrative interventions that could affect the development of the real estate market,which may affect the negative effects of the housing market on its own.Thirdly,it introduces the beneficial experiences of the countries and regions that have done well in the regulation of housing market.Lastly,in view of that problem of real estate market as well as the existing problem in the regulation of administrative instrument,the countermeasures for the positive role of the real estate market can be better played by the rational definition of government administrative intervention and market boundary,the administrative regulation and administrative regulation of the real estate period according to the real estate period,the coordination of administrative means and the other means of the government,the strengthening of the local government's responsibility to carry out the administrative measures.
