Residential property management is an important part of urban management and community construction,involving thousands of households,and closely links the lives of the masses.Since the emergence of property management in the mainland of China in 1980s,this new service industry has been developing rapidly in China.Almost every city or even town has property management in residential area.Its development has promoted the national economic development,promoted the improvement of the living environment of the large and medium-sized cities,and promoted the management level and civilized image of the city.At the same time,development has also created more jobs,absorbed more urban and rural labor force,promoted social harmony and stability,and has played a crucial role in building a well-off society in an all-round way.At present,with the rapid development of economic society,the demand for material culture is increasing by the majority of the residents,the owner's the consciousness of law and safeguarding rights are becoming stronger and stronger,the demands of the people to the living environment and management level of the city and the residential district have been continuously enhanced.In addiction to,residential property management work has become increasingly prominent because of many objective reasons such as the property management activities in residential quarters,many participants,extensive content,complex legal relations and so on.It leads to that a lot of areas or city property fee collection falls into the dead cycle,owners and property companies has many contradictions and disputes,the district environmental is filthy and other issues.It puts forward not only new demands and challenges to the development of this industry,but also the thinking proposition on how to make sure the function of no vacancy and no offside to the government department which plays a supervisory role.This paper takes Liyang city of Jiangsu province(county-level city)as a sample.It first elaborates the specific meaning of residential property management supervision;Second,it researches and analyzes the current situation of supervision of the residential property management by the government departments via comprehensively using the theory of public goods,public governance and public policy.It dissects some specific issues during the supervision of the residential property management by government departments through researching data and practical cases.Then,aiming at these issues,it delves deeply the offside,vacancy and insufficiency during the supervision by the government departments.Finally,on the basis of foreign and domestic research and residential property management advanced supervision experience,this paper clearly points the direction and focus of government departments during residential property management,puts forward specific countermeasures and suggestions to further strengthen the supervision of property management in residential district of Liyang,in order to achieve the localization of standardized management,to meet the public's growing the ultimate goal of a better life needs.
