Research On Industry Poverty Alleviation Through The Perspective Of Collaborative Governance

Targeted poverty alleviation is an important strategy for China to solve the problem of poverty in the context of comprehensively deepening reform,and it has achieved a decisive progress in reducing poverty and poverty rate by eight percentage points.Among them,industrial poverty alleviation as the key measure of "hematopoietic" poverty alleviation.It makes efforts to practice the "green water castle peak" is the development concept of "mountains of gold and silver",which is of great significance for promoting the building of a moderately prosperous society in all respects and realizing rural rejuvenation.S province has actively responded to the call of the central policy,launching the strategy of poverty alleviation through hundreds of thousands of villages,and implemented the policy effect through the government level governance system.In this process,the township government undertakes the task of "the last kilometer" of the entry of the industrial project into the village,and plays a game of interest with enterprises and village subjects.However,in the process of government outsourcing and the implementation of industrial projects in villages,there are problems such as government power rent-seeking,poor efficiency of enterprises and insufficient participation of villages,which leads to the poor sustainability of industrial projects and the poor effect of driving villages out of poverty.In this way,it is urgent to bridge the contradictions of multi-stakeholder interests under the leadership of the government,and build a collaborative governance network to solve them.This paper strictly follows the research path such as from theoretical explanation,case analysis to empirical improvement.First of all,the core idea is that the industrial poverty alleviation is an opportunity for collaborative governance,and then construct the framework of the text: collaborative governance is the theoretical basis and running logic of the industry's poverty alleviation.Anti-poverty practice follows the idea which from collaborativeagent and collaborative behavior to collaborative effects.To promote the implementation of the industry,we need to ensure the effectiveness of the subject of the government,the village and the enterprises.In order to achieve the sustainable industry,it must deal with the relationship between the government with the enterprises,the enterprise with the village,and the government with the village.And establish a benign dynamic governance mechanism.Secondly,X village of S province is the study object,inspected the evolution process in the development of the industrial project.In the depth of field observation and interview,it clarify the government,enterprises and anti-poverty practice path and functional performance,so as to explore existing difficulties in action for poverty alleviation and to explore its causes.Finally,based on theoretical guidance and empirical analysis,the author points out the improvement measures.The coordinated governance should be aimed at the development block of the current industrial poverty alleviation.We should make the coordination of subject,process and systerm.And form a system of information feedback and multiple participation systems that are consistent from top to bottom,at the same timefrom top to bottom.In this way,we can play an active role in helping to alleviate poverty.
