Land Trust:Study On The Organic Connection Between Small Farmers And Modern Agricultural Development

Since the 19 th National Party Congress,the competitive advantage of revitalizing the village and upgrading small farmers has been raised to a strategic height.In the following Central Document No.1,many times emphasized the need to implement the rural revitalization strategy,encourage the exploration of diversified management methods,innovative and diversified development paths,stimulate the internal vitality of small farmers in the development of modern agriculture,and promote the organic connection between the two.In this context,actively explore the multiple paths and innovative mechanisms for small farmers to expand their living space,improve the situation of small farmers in the market,enable them to effectively dock the market,adapt to the trend of modern development,and have strong practical guiding significance and reference value.In this regard,this paper takes land trusteeship as the entry point,and takes the organic connection between small farmers and modern agricultural development as the main research content.Using semi-structured interviews and field visits,the company conducts an in-depth investigation on the Xianguo cooperative in Baishui County,Shaanxi Province,and systematically analyzes it.On the basis of the operation mechanism and development status of the land custody,the experience of custody,the effectiveness of custody,etc.,on this basis,the relationship between land custody and the reform of the basic rural management system is analyzed,and then the relationship between small farmers and modern agricultural development is explored the path of convergence.The content of the article is mainly divided into four parts: The first part is to collect and analyze the existing literature and extract the theoretical resources available.In the process of combing the literature,this paper finds that there are few studies on land custody and there is a large research space.The second part summarizes the development overview,operation mechanism and operational effectiveness of the land trust of Xianguo Cooperative,and finds its shortcomings and summarizes its experience.The third part analyzes the relationship between land custody and rural basic management system reform.The land custody with the cooperative as the main body solves the problems of the system and the division to a certain extent.By cultivating the main body and building a service system,it promotes the transformation of the basic rural management system and has achieved certain results in practice.The fourth part,summary and discussion.Modern agricultural development is feasible on the basis of small farmers,and the organic connection between the two cannot be separated from good policy guarantees.First,strengthen the construction of scientific and technological test stations for cooperation between schools and counties,and improve the level of science and technology.Secondly,we should give full play to the capacity of village level construction to coordinate the conflicts of interest between small farmers and cooperatives,strengthen the construction of agricultural infrastructure,and manage land for agriculture and agriculture.Mechanized operation lays the conditions.Third,strengthen the interest linkage mechanism between small farmers and new agricultural management entities,so that the two sides can benefit each other and win-win cooperation.Finally,it will play a government-oriented role and provide a good policy environment for cooperatives to develop land custody.In short,the land custody with cooperatives as the main body has promoted the reform of the basic rural management system to a certain extent,mobilized the enthusiasm of “dividing”,activated the function of “unification”,and endowed the new connotation of “unification”.At the same time,land custody can enhance the competitiveness of small farmers in the market,while taking into account the interests of new business entities and promote the better development of modern agriculture.To this end,small farmers still have value for agricultural development at this stage.The development of agricultural modernization requires the participation of small farmers.Land trusteeship is an effective form of developing moderate scale operations and promoting agricultural modernization at this stage.
