Research On The Development Pattern And Direction Of Moderate Land-scale Operation In Mountain Area About Hebei Province

Mountain area economy plays an important strategic position in the nationaleconomy, concerns the overall level of economic development, the rapid economicdevelopment and social stability of China. Hebei province is mountainous and thegross mountainous area of whole province is117000km~2, which occupies the62%ofcomplete province total cultivated land. Mountain area is widely distributed, and itbecomes an important ecological security barrier and production base of raw materialsfor production and life, while mountain area has become not only the economic trougharea, un-development area, poor areas, but also one of the bottlenecks which obstaclesregional economic coordinated development. The key of the efficient operation ofmountainous interior economy is improving own “hematopoietic” function. Under theguidance of scientific concept of development, the only effective way to solve theeconomic development of mountainous areas is to seek a suitable way of moderateland-scale operation, which takes advantages of the complex geographicalenvironment and varieties of natural resources. Therefore, the important subjectnowadays we are facing is exploring a suitable way for moderating land-scaleoperation in mountain area.Based on economies of scale theory, landscape ecology theory, sustainabledevelopment theory and the system vicissitude theory as the instruction, using themethod of consulting literature materials, the methods of system analysis and caseanalysis. This article makes a research around the moderate land-scale operationpattern and development direction based on the development of moderate land-scaleoperation in mountain area in Hebei province. Through this study, the followingconclusions are achieved.(1) the moderate land-scale operation is the only way to develop modernagriculture, land for poor quality of mountains is no exception. Exists in themountainous areas in the development of land moderate scale management bothadvantages, also at a disadvantage conditions. Advantages include: various types ofmountainous landform and variety of natural resources. Disadvantages include:complex terrain conditions, development is difficult; Difficulty of finely dispersedcultivated land resources, land consolidation and poor agricultural productionconditions, large-scale mechanization is hard to push. Favorable conditions for theexistence of moderate scale management of land in the propulsion efficiency of laid a foundation, at the same time, adverse conditions can also be artificially change thedevelopment idea and transformation of the ways to avoid them.(2) The development ideas of the moderate land-scale operation have biggerdifference from the development direction of the plains, which due to its speciallimitations in mountain area,it should broaden the development train of thought infollowing certain principles and scale management in the face of adverseconditions.On the premise of considering the above factors, this article take out fivekinds of suitable model and four development direction for mountainous area,tiprovides new ideas for the development of mountainous moderate land-scaleoperation.(3) according to the problems and the strengthening links in the process thatexist in the mountainous moderate land-scale operation, this paper puts forwardinterrelated countermeasures for moderate land-scale operation to speed up its processin Hebei province. mainly includes: establish a reasonable and orderly land circulationmechanism and economic promote rural labor transfer, and improve the mechanism offlexible and efficient rural financial insurance, gradually increase the organizationaldegree and accelerate the large-scale operators to improve the comprehensive qualityof rural labor force.From research perspective, this paper makes firstly mountain area in hebeiprovince as the research area of, from the regional characteristics of specific analysisof moderate land-scale operation problems; From the research results, this paper putsforward the five suitable developing mode of mountainous moderate land-scaleoperation, points out the development direction of four rich local characteristics. Froma theoretical point of view, it is advantageous to the construction of mountainous landmoderate scale theory framework, enrich and perfect land moderate scale managementtheory system. From practical significance,it is not only at the policy level set providesreference, and operating in practice for moderate land-scale operation in mountainousarea of conduct to provide guidance.
