Research On The Path Of Poverty Reduction In Ningxia Rual Areas From The Perspective Of Human Resource Development

The issue of poverty has always been a difficult problem for human society.It is also a bottleneck that restricts the rapid development of China's economy.Wealth is rich,there is poverty,and poverty is reduced.The reduction of poverty ultimately needs to be implemented in the development of human resources for the rural poor.This is also a radical solution to poverty eradication.Ningxia is an autonomous minority autonomous region with a relatively low economic level.The rural population accounts for 70%,and the Hui nationality accounts for 35%of the total population of the autonomous region.Most of the rural population with low cultural quality and is not strong in labor skills.It restricts the effective promotion of rural science and technology culture and restricts the sustainable economic development of the region.Based on this,how to“entrust people with fishing" as a good prescription for reducing poverty in rural areas in Ningxia is of great significance for solving poverty problems in the region.Based on the theory of human capital,Marxism poverty theory,poverty theory of Western scholars,and combined with the current situation in Ningxia,this paper uses the methods of literature research,questionnaire survey,empirical analysis and normative analysis to analyze the status of poverty in rural Ningxia.An analysis of the causes revealed that the rural areas in Ningxia prevailed:a wide range of poverty,a large scale of poverty,a high rate of return to poverty,and a strong intergenerational transfer of poverty.The causes of poverty include natural,demographic and historical factors.After analyzing the current situation of Ningxia's human resources development from the three aspects of quality,quantity,and migration,we found that the development of rural human resources in Ningxia still exists:weakened educational functions,imperfect social security,low utilization of capital investment,and low level of economic development.The rural industrial structure is irrational,the labor market is imperfect,and the talents are not introduced.The structure of the social stratum is complex,the communication methods are changeable,the cultural skills are lacking,the traditional ideas are deep-rooted;the development consciousness is weak,the quality is not high,and the adaptability is not strong.The problem then excavated the development of human resources to promote poverty eradication,and rural poverty led to the difficulty of human resource development.To this end,it proposes ways to reduce poverty:first,it allows individuals to change the backward ideas and ideas,and recognizes that not promoting self-improvement means impoverishing and mobilizing individuals' initiative to shake off poverty and become rich.After fundamentally solving the most difficult ideological issues in the development of human resources,the quality of the local villagers and the skill level of the local villagers are gradually improved by paying close attention to rural education and improving the training system.Finally,through the means of institution building and other means,the local human resources advantage is exerted to promote the reasonable flow of labor.
