Under The Condition Of Market Economy The Development -oriented Poverty Reduction For Xihaigu Area Of Ningxia

Xihaigu Area of Ningxia lies in the hilly-gully regions of Loess Plateau in the Northwest of China. Xihaigu Area is arid and semiarid area, which is one of the poorest minority nationality areas . At the beginning of reform and opening up, our country has carried out the poverty reduction organizationally in a planned way and on a large scale. Ningxia has gained the rich results. Entering 21th century, With the construction and completion of the socialist market economy, it is important to research the measures for poverty reduction to improve people's living standard .promote the economic development of this area, and impel the implementation of the exploitation of western part.On the basis of referring the relative research findings, the paper mainly researches the impoverished reasons of Xihaigu Area, the practice of the poverty reduction, achievements and issues by the research of the substantial evidence and the norm studies, Then analyses the poverty characteristics and the. shortcomings of the past poverty reduction system, researches the effect of market system to the poverty reduction in this area, and at last, bring forward the general objective-, strategic center of gravity and measures using the market economic theory and the development theory in district economy .The paper emphasizes that we should put the market system into the poverty reduction and builds a new poverty reduction system which can put government and market behavior together in order to increase the efficiency of poverty reduction.
