The Study On Synergetic Mechanism Of Government-industry-university-research-user-Capital Multi-subject Synergetic Innovation

With the increasing attention of multi-subject synergetic innovation,it has gradually permeated into the process of economic and technology development.It also provides an effective path for the realization of the innovative national goal.The nineteen major party of the party emphasizes the importance of the technical innovation system of building a multi subject deep integration.Based on this,this paper integrates the six main bodies into multi-subject synergetic innovation,and studies its internal operation law,the measure of synergy degree and the influencing factors.This paper's content and conclusions are as follows:(1)The orientation of the innovation subject in the multi-subject synergetic innovation system is clarified.The government is in the leading position,the university and research institution are in the basic position,the industry is in the core position,the user is in the supervisory position and the capital department is in the supporting coordination position.Based on the three helix theory,the three triple helix is designed,including the innovation three helix,the three helix of sustainable development and the three helix of capital linkage.This paper analyzes the internal operation rules from the subsystems and the whole system.The core themes of the operation law of the sub spiral are strategic coordination,demand synergy and information synergy.And the overall internal operation rules are made up of synergistic law and dynamic law.(2)This paper deduces and uses the N spiral algorithm to measure the synergism of the multi-subject synergetic innovation,and carries out a variety of dimensions analysis.The 2 dimensional synergetic innovation is developing steadily.With the constant stability of the form of university and industry,the other 2 dimensional synergetic innovation is constantly developing.The 3 dimensional synergetic innovation is becoming stable,but the degree is not as good as 2 dimensional.The 4 dimensional synergetic innovation is relatively stable in general,and is developing step by step.(3)This paper uses the literature induction to identify the factors that affect the synergetic innovation.By using the regression model and the state space model,this paper makes an empirical study on the relationship between the influence factors and the synergetic innovation from two aspects of static and dynamic conditions.In static perspective,a good economic environment,demand of the technology market,innovation activities of industry,innovation ability all show promotion effect.The product demand of market and the innovation investment show inhibition effect.In dynamic perspective,the economic factor shows continuous promotion.The scale of the technology market and innovation industry show the first inhibition and the next continuous promotion.The product market demand and innovation input show continuous inhibition.Innovative output of synergistic innovation shows first rise,then drop and finally stability.
