Research On The Impact Of Private Standards On Global Agricultural Value Chain Governance

Regarding the health and safety of human,the number of private agricultural standard in recent years have increased dramatically,and the influence have become more widespread and far-reaching with the development of global agricultural value chains.The private standard is formulated by entities such as enterprises,industrial alliances,industry associations,and non-governmental organizations,and puts forward specific requirements for the production,processing,and transportation of agricultural products,and is usually accompanied by a system of third-party agencies that judge compliance,which is an important tool for global leading companies to manage the agricultural value chain,pays an important influence on the organizational structure and benefit distribution of the value chain.While emerging economies such as China have become the major final market for a number of high-end agricultural products that meet private standards,and their role in the value chain has also greatly increased,the supply and demand of private agricultural standard in the world exist geographically mismatch and imbalance,which impede China's access to value chain governance rights matching market size.Therefore,the paper researches on the influence of private standard on the governance of global agricultural value chain and explores the link between the private standard and the governance of value chains,and clarifies governance rules to explore ways to obtain the status of matching value chain for Chinese companies going to the high end of the global value chain.The paper first elaborates the connotation and development history of private standard,then analyzes the relationship between private standard and governance of agricultural value chain,reveals that private standard is a tool used by lead companies to manage the value chain,and analyzes the driving mechanism of leading companies and the conditions for the implementation of private standard.Secondly,we analyze the impact of private standard on the governance of value chain from the perspectives of value chain structure,value chain governance model and benefit distribution,and focus on the analysis of the impact of the distribution of interest among participants in the agricultural value chain under the implementation of private standard.Using the theory of cost and benefits in economics to analyze the distribution of interest between private enterprises and farmers under the private standard from the micro perspective;and to add private standard variable to the gravity model to analyze the export of private standards from the macro perspective.The conclusion is that private standard is mainly set by the leading companies in the value chain;the spread of private standard will encounter obstacles of high costs and complexity of implementation;after the implementation of private standard,the unbalanced distribution of benefit between the leading enterprises and other participants in the value chain exacerbate the right in the value chain.Based on the above conclusion,on the one hand,developing countries should make full use of the current loose of value chain governance model and actively participate in the global agricultural value chain.On the other hand,they need to actively participate in the formulation of private food standard and nurture leading enterprises;in addition,China's government should strengthen financial support and intellectual support for smallholder farmers promote the implementation of private standard.private standard doesn't achieve its original intention of maintaining world economic equity,and has limitations.In the future,they need to further explore more complete value chain governance mechanisms.
