Performance management is considered the bellwether on modern government management issues.This research is the application of performance management system and its optimization of primary tax authorities basic,based on management theory.From the tax management point of view,carrying out performance management is to carry out the deployment requirements of the central state Council.Also,it's the urgent need to comprehensively modernize tax revenues.Systematic analysis internal conditions and external environment,To get the Feasibility and necessity of performance management,we should research on the basic information,institution settings and personnel structure.Showing the achievements in performance management in recent years by the improvement of management mechanism,work performance and their quality of staff.This research takes the State Administration of Tax in XA District as the object of study.It's The author's work unit.Using the basic management theory such as MBO,the rule of SMART,360°Feedback and the Incentive theory such as Maslow needs hierarchy,Theory of equity and Dual Factor Theory,summarize its overall thinking and achieve results in performance management in recent years and deficiencies.For the study,we can make some suggestions of Performance management optimization of Primary tax authorities :Focus on goal orientation,process management,application of results and participation by all.The following is the specific Recommendations :Firstly,optimize performance indicators,note Key indicators,classification and quantitative.Secondly,access to feedback,Promoting performance improvement effectiveness,results feedback performance analysis,performance complaints.Thirdly,the mechanism excitation,material and spiritual incentives,discipline and reward.Fourthly,refine performance culture,Increase recognition of performance,performance promotion,performance culture,performance brand based on core value.Considering,to ‘Taxes for the country,gather money for the people',the performance management of primary tax department is a systematic and complex new project.For the realization of Tax modernization,tax system performance system must also continue to improve and improve the cycle.
