The implementation of performance appraisal system in public sector can effectively improve the level of work and achieve the promotion of the level of serving the public,in recent years,the performance of the national public sector has been improving,but also with the various departments in recent years committed to performance appraisal methods of innovation and reform has a close relationship.Deepening the administrative system reform and strengthening the performance appraisal of public sector,on the one hand,can help the improvement of public sector performance,on the other hand,guarantee the orderly construction of harmonious society.At present,many of the domestic public sector for the staff of the assessment mechanism are stuck in the surface form,there are common shortcomings,both lack of corresponding theoretical guidance,which leads to the evaluation system in the specific use of the process can not show its systematic and scientific,it means that the current use of the assessment mechanism to stimulate staff work passion of limited effect.Some of the public sector has also shown some negative aspects during its work,such as the low degree of completion of some work orders during the work period,which has largely affected the efficiency of the public sector.Taking the Water Conservancy Bureau of JN City as the research object,this paper studies some problems of the public department in the performance appraisal system of actual operation,probes into the root of the problem,and puts forward the reference opinion for the establishment of the scientific performance appraisal system and the application of concrete facts.This paper,through the literature research method,the investigation method and the interview method and so on,takes the JN City Water Conservancy Bureau performance appraisal system in the actual application to show the effect as the support,elaborated the Water Conservancy bureaus establishes the scientific performance appraisal system the related key points.This paper is divided into fifth parts,the first part of the relevant research background,significance,ideas and methods;The second part introduces the relevant concepts and theories of performance appraisal.The third part describes the basic general situation of the Water Conservancy Bureau of JN City,expounds the present situation and existing problems of the performance evaluation of the Water Conservancy Bureau of And on the basis of this analysis of the causes of these problems;the forth part summarizes the domestic and foreign relevant performance appraisal practice experience and carries on the learning reference;The fifth part puts forward the improvement suggestion of the performance appraisal of the Water Conservancy Bureau of JN City,and proposes to improve the system construction,optimize the evaluation index structure,perfect the examination system,pay attention to the process control and monitoring,Establish communication and feedback mechanism,reasonable analysis of the use of assessment results and other aspects of the performance appraisal optimization.
