Motivation mechanism is a very important factor to influence the efficiency of modern organization. The good mechanism may enhance the efficiency of organization operation and reduce the cost of organization operation. This paper adopts methods of theoretical research and investigation, adopts methods of standard research and empirical research, on basis of empirical analyzes LianYuan city water conservancy bureau motivation mechanism, find questions exists in LianYuan city water conservancy bureau motivation mechanism now and thorough analyzes cause existing questions.Focusing on characteristics of staff in public utility organization and concrete questions in motivation practice, considering practical situation of LianYuan city water conservancy bureau, applying equity theory and delegate-proxy theory and modern salary theory, to design a new motivation mechanism project of staff in public utility organization, this project will ignore the grade, pay attention to staff work performance and more motivation, possess easy operating.
