In order to use the parking charge to adjust parking demand,many cities divide the city area into different large districts and charge differently among the districts.However,the biggest problem is that the actual situation of special locations in large areas cannot be considered,such as the urban trade area.In many urban trade areas,there are adequate off road parking lots,however,the parking charge is decided according to the standard of the large district,which may cause the unreasonable parking fee.The unreasonable charging standard may further lead to high occupancy rate of on-street parking and make the traffic jam more serious.Based on the survey data,a parking choice behavior model is constructed and the calibration results show monthly income,the maximum acceptable walking distance,parking time length,travel purpose,parking fee and the walking distance after parking are the significant factors for travelers to choose the parking mode.The elastic analysis results of significant factors indicate that to adjust travelers' parking mode choice,adjusting the parking charge is reasonable.To make a reasonable parking strategy in the peak period of the urban trade area,travelers' parking charge acceptable threshold is considered,and an acceptable threshold Logit model is established.Based on the SP survey data,threshold models are calibrated and the results show that the accuracy and hit rate of the model considering the threshold are higher than that of the traditional model.Therefore,the threshold model should be adopted to analysis travelers' behavior.To make the use of on-street parking lots reasonable,the 85% occupancy rate is adopted and the transfer rate of on-street parking is calculated.Further,based on the final acceptable threshold model and the transfer rate target,taking Xiaozhai trade area as an example the parking charge strategy are decided.The established acceptable threshold model and the calculation method bear universal applicability and they can provide technical support for the parking charge policy of other districts of Xi'an or other cities.
