Study On Delineating Urban Growth Boundary For Xi'an City Under The Background Of The Belt And The Road Initiative

As an effective mean to control the spread of sprawl,urban growth boundary is widely used in urban spatial growth management by western countries.It is introduced in our country relatively late,but receives researchers' attention in a short period,which explains a series of environmental and social problems along with rapid development of Chinese cities in several decades since the reform and opening up have caught the attention of all parties.With the Belt and the Road Initiative put forward,China establishes the closer exchange relationship between the economy,trade and culture with other countries from all over the world,which has a further boost for urban development and construction of the area along the Belt and the Road Initiative.So it is very important to actively learn foreign experiences and lessons of urban development and management,combined with our own actual situation delimit the urban growth boundary to curb the spread of sprawl,environmental degradation and other issues in the process of urban development currently.As the starting point of the Ancient Silk Road and the important node of the Silk Road Economic Belt,Xi'an has improved its social and economic development level,at the same time its position of national and international strategy has been improved.The National Development and Reform Commission issued Development Planning of Guanzhong Plain Urban Agglomeration in 2018,and put forward the goal about the construction of Xi'an national center city,which is the best embodiment.The construction of urban agglomerations requires regional coordinated development between cities,as the core of Guanzhong Plain Urban Agglomeration,Xi'an should pay more attention to rational development of cities,building a new urban structure system and delimit the urban growth boundary to stick to the bottom line of ecological security and food security.Only in the way can promote reasonable development in whole area.To take the Belt and the Road Initiative as the research background and based on the planning period of National Economic and Social Development Planning,choose Xi'an city as the research area,analyze land use change situation of Xi'an city from 2005 to 2010 and from 2010 to 2015 by using 2005,2010 and 2015 land cover data of Xi'an city.Combining land use change analysis model and a series of important strategic planning to discuss the impact of the Belt and the Road Initiative for land use change in Xi'an.Based on CA-Markov model and related natural environment and social economic data to forecast land use situation of Xi'an in 2020,then delimitating urban growth boundary of Xi'an based on the forecasting result.The result shows that the area of construction land of Xi'an city increased from 2005 to 2015,and the increase in area from 2010 to 2015 was much higher than it from 2005 to 2010,the same as the rate of land use change of Xi'an city,which illustrates urban developing rapidly under the background of the Belt and the Road Initiative.On the other hand,the main source of the construction land area increasing is the conversion of cultivated land,that is why must pay more attention to the protection of basic farmland under the background of rapid development of social economy and urban construction.Taking the basic farmland protection zone,natural cultural heritage protection zone,and ecological environment security control zone as the limiting factors to predict the land use pattern of Xi'an in 2020,the result is more in line with the requirements for the distribution of construction land in related planning,and meets the requirements for the protection of ecological environment and basic farmland.Take the boundary of construction land of Xi'an city in 2020 as the urban elastic growth boundary.Take the boundary of basic farmland protection zone,natural cultural heritage protection zone,ecological environment security control zone,water and forest land as the urban rigid growth boundary based on ecological red line,Outline of National Forestland Conservation and Utilization Plan and other laws and regulations.The urban growth boundary of Xi'an city in 2020 is defined by using rigid boundary to modify the elastic boundary,and the urban space growth area delineated by urban growth boundary is consistent with the distribution of allowable construction areas and conditional construction areas for construction land of Xi'an city,which meets the requirements of the future development of Xi'an under the background of the Belt and the Road Initiative.
