Township finance is the most basic link in China's budget management system,Before the reform of rural taxes and fees,Township finance income mainly consists of agricultural tax and self-financing.After the reform of rural taxes and fees,the township finance,especially the agricultural-type townships,has plunged into multiple dilemmas,including less financial revenue and sluggish growth,the mismatch between fiscal power and the power of authority,resulting in a widening income and expenditure gap,increasing debt burden and imprudent budget implementation.Under the background that socialism with Chinese characteristics has entered a new era,it is of theoretical and practical significance to study how to resolve the financial difficulties of townships and continuously meet the people's growing needs for a better life.This paper takes the township public finance as the research object,conducts statistics,collation and analysis on the data and data of the survey,and considers the great environment of China's system.First of all,it discusses the present situation and predicament of township finance in Jiangjin District.Secondly,it analyzes the reasons why the township finance in Jiangjin District gets into difficulties from the aspects of economic base,fiscal revenue,financial expenditure,system and financial management.Finally,Analyze and put forward feasible countermeasures.First,improve the current township financial system;secondly,develop the economy,cultivate financial resources and increase local financial revenue;third,strengthen the management of township fiscal expenditures,clarify the responsibility for fiscal expenditures,optimize the structure of expenditures and reduce the administrative costs;fourth,to deepen the reform and upgrade the level of financial management.Fifth,to promote "digital finance" with "internet plus financial services".Through these methods,we gradually resolve the contradictions between the revenues and expenditures of township public finance in in Jiangjin District and get out of the woods.
