It is an important measure to promote the reform of rural collective property right system,vitalize rural land resources and increase income of farmers.The third plenary session of the 18 th central committee of the communist party of China and the no.1 document of the central committee in 2014 clearly stated that we should prudently and prudently promote the mortgage work of Farmers Housing Property Rights on the basis of ensuring the usufruct right of rural housing sites.PBOC,CBRC,CIRC,Ministry of Finance,Ministry of Land and Resources and the Ministry of Housing and Urban-Ural Development jointly issued on March 15,2016 the Interim Measures on the Pilot Program of the Mortgage Loan of Farmers Property Rights in Housing,which regulated the pilot program and put forward policy requirements.The peasant housing property right is the important component of the countryside property right,the loan is the financing main way,the peasant housing property right mortgage loan pilot work starts to indicate that the countryside property right mortgage financing experiment enters the fast lane.Jiangjin district,as a pilot area and county for the mortgage loan of farmers Housing property rights,started the pilot work in 2016 and ended in 2018,with a total of 25 months.As to farmers housing property mortgages as rural metro property mortgage financing problems research main content through property rights for the farmers housing mortgage comprehensive combing,this article will put forward to solve the problem of Farmers Housing property rights mortgage financing advice to provide optimization test in the future metro rural property mortgage finance and provide the reference for other rural property mortgage financing.From the perspective of farmers and financial institutions,this paper adopts literature analysis and case analysis to study the rural property mortgage financing in Jiangjin district.Domestic and foreign literatures on rural property mortgage financing are reviewed from four aspects,including the significance of confirming rights,financing system,financing mode and influencing factors,to provide theoretical references for the research direction of this paper by means of literature review.It defines the related concepts of the rural property right mortgage financing,such as the Farmer Housing property right mortgage loan,and expounds the theoretical basis of the rural property right mortgage financing.The property right division theory,the Three-Right Division theory of homestead,and the institutional economics theory of rural property right mortgage financing.For the metro area agricultural rural economy and rural finance situation basic introduction,from the angles of national policies and financial institutions analysis feasibility of rural property rights mortgage financing,metro and from system construction,the supply of credit,credit demand,risk prevention and control four aspects in this paper,the rural metro property mortgage financing of the implementation of the process.The paper summarizes and analyzes the problems in the process of rural property mortgage financing in Jiangjin district,and puts forward corresponding countermeasures.After studying the rural property mortgage financing in Jiangjin district,this paper finds that Jiangjin district has achieved three results through the property mortgage financing experiment,it has reduced the financing cost of farmers,increased income of farmers,and promoted the return of financial capital to rural areas.Rural metro property mortgage financing four problems mismatch of mortgage loans,term structure and lack of industry limited guidance makes rural property mortgage financing needs,the phenomenon such as illegal use of land,illegal construction of a large number of existence and tedious counterpoising truly certified processes lead to rural property rights counterpoising truly certified slow,rural property value evaluation mechanism,lack of scientific rigorous assessment standards and professional assessment institutions,legal restrictions,the judicial mechanism is imperfect,imperfect social security hindered the disposal of non-performing assets.This paper puts forward innovative solutions to solve the problems.Through the capitalization of rural resources and industrial guidance,enhance financing demand.To accelerate the process of power confirmation and certification through innovating the working mechanism and simplifying the certification process.The rural property right value evaluation system should be improved by optimizing the property right value evaluation standard and introducing the Third-Party evaluation institution.We will improve the property law,the security law and other relevant laws and regulations,innovate judicial enforcement mechanisms,improve the rural social security system,and establish a sound mechanism for disposing of non-performing assets.
