The Study Of Opening Development In Hulun Buir Under The Project Of China Russia And Mongolia Guide Area

In 2015,the construction plan of China,Russia and Mongolia Guide Area in Hulun Buir approved by 8 ministers include National Development and Reform Commission the Ministry of foreign affairs and the Ministry of Public security.The plan is not only a strategy measure that promote multilateral regional cooperation between China,Russia and Mongolia.But also an important plan for building a new pattern of all-round opening-up,implementing the overall strategy of national regional development and accelerating the development of the frontier minority gathering areas.Therefore,we should make use of the the regional advantages of Hulun Buir,especially to Russia and Mongolia,in order to promote the combination of internal and external development,forge Hulun Buir Guide Area become an important hub for Eurasian Continental Bridge.This paper analyze the present situation of Hulun Buir's border area opening up from the basis,trade,investment and cooperation with Russia and Mongolia.Further reflects the issues which exist in the Hulun Buir's border opening-up.Then,we analysis the influence factors through gravity model,the conclusion is that: The developing and opening of Hulun Buir is affected by economic scale,exchange rate,transportation cost and related policy factors.Based on the exist problems and main influencing factors,we put forward the following suggestions: First,promote RMB cross-border settlement business to reduce the impact of foreign exchange fluctuations;second,enriching the field of cooperation to reduce the instability of trade;Third,improve the port's infrastructure construction of logistics and transport,and play the port linkage effect so as to raise the transport capacity and reduce transportation costs;Fourth,promoting the construction of cross-border cooperation parks,in order to enhance the capacity of internal outreach and increase the scale of economic scale.
