Regulatory Problems And Countermeasures Of Food Circulation In Hua Yuankou Economic Zone Of Dalian City

The Report of the 19 th National Congress of the Communist Party of Chinamade it clear that "to implement food safety strategy to allow the people to eat at ease”.The food security is directly related to the livelihood of more than 1.3 billion Chinese people.The people have more requirements on food quality not only satisfied with the food category,looking forward to buy safe and high quality food.From a of regulatory point of view,food safety is close with production chain,and what's more,it needs the management of relevant government organization.As one of the significant areas of food safety regulatory,the importance of the food circulation field is self-evident for directly to consumers.At the same time,the food safety regulatory situation in this area is more severe and complex,put forward new challenges and requirements to the regulatory authorities.As an important window opening to the outside world in Northeast China,Hua Yuankou Economic Zone has a wide range of food circulation areas with complicated situation.It has high reference value for research and analysis on food safety regulation.Through the research,it is found that there are still some problems in the regulation of circulation food in Hua Yuankou Economic Zone,such as poor self-discipline,narrow regulatory coverage and imperfect informatization supervision.The Paper take the above-mentioned problems as a starting point,applying the government supervision theory,food safety quantitative classification theory and multi-center governance theory,using literature research methods,investigation and research methods,and on-site interview methods,to research from the aspects of food safety regulation,food information sharing mechanisms,market governance mechanisms and organizational supervision mechanisms,put forward the specific countermeasures such as strengthen supervision of food safety regulation,establish and improve food information sharing mechanisms,establish and improve market governance mechanisms and organizational supervision mechanisms.The paper study on the status quo of food safety supervision in the circulation of Hua Yuankou Economic Zone,put forward the existing problems and then analyze them,come to countermeasures.The conclusion is that to improve the current status of food safety regulation in circulation need to do the following four aspects: to strengthen the regulation of food safety supervision in the circulation field,establish a sound sharing mechanism,establish and improve the market governance mechanisms of food safety regulatory and social organization monitoring mechanism.
