Analysis And Research On Food Safety Supervision In The Circulation Field In Kunming

Food is the paramount necessity of the people.Safety food is one of the key point for building prosperous,democratic,culturally advanced,harmonious and beautiful socialist country.Kunming is the capital city of Yunnan province.It is the largest food market in Yunnan.There are large numbers of food industries in this area,however with relatively small scale,scattered distribution,short process chain,low industrial arrangement and insufficient and unstable qualified staff supply,which caused great challenges to food safety supervision in the circulation stage in this area.How to improve the regulation efficiency is an urgent problem and our concern.Data analyses of the past few years revealed that the problems of food safety supervision in the circulation area of Kunming City include: The insufficient staff and instrument in local market supervision authority;The complicate situation in the small larger number of food market and food industries;Information asymmetry in food safety status and regulation measures;Difficulty in in food safety risk prevention and control;Lack awareness of food safety risk for normal consumer;The neglect of duty for the industrial associations related to food market and food circulation;Lack of corporate self-discipline,And insufficient propaganda of food safety to the public.These problems are not only exist in the food safety supervision in circulation,but also in the entire food industry in Kunming.To solve all these problems,the implementation of various regulatory systems,an effective food safety evaluation mechanism,the promotion of food safety education in the management team,improvement of the food safety legal consciousness of the consumer,and the guidelines of food consumption to the consumers are need to be emphasized.Based on the reported studies on food safety supervision in circulation,which have reported many different supervision models after systematical analyses of the food safety data.This study summarized the establishment of a unified and efficient safety supervision system for food circulation in developed countries and the southeastern regions of China.We proposed a regulation system for the circulation food safety in Kunming,including the establishment and improvement of laws and regulations,improvement of the food testing system of local government,establishment of an emergency responses system,establishment of a scientific food recall program,establishment of information sharing mechanism and make it accessible to normal consumers,advanced supervision system for both the consumer and the social members.Based on the current situation and existing problems of food safety supervision in the circulation area of Kunming,we used literat ure analysis,system analysis,comparative analysis,investigation and case study on the analyses of the problems of supervision mechanism,food circulation enterprise,industry and social issues.The necessity and importance of consumer's food safety supe rvision in various fields are demonstrated in detail.Consequently,a suggestion to improve the supervision of food safety in the circulation area of Kunming was proposed,in which suggesting the collaboration of government,circulation enterprises,consum ers,third-party supervision and social media,to construct efficient mechanism for improving the food safety regulation in circulation.
