The Research On PPP Model For The Infrastructure Construction

Public infrastructure have a certain public welfare and regional natural monopoly characteristics,and it typically has a large investment,long period,higher risk and operational costs,so it is mostly managed by the government.With the rapid development of China's economic,people's demand for infrastructure is increasing,and the traditional government-led financing model can not meet the needs gradually.Using the PPP model,it can make the supply of public service or public products diversification,in order to adapt to the people's new demand better.The model as a key link of market-oriented reform,the tractional effect is significant.The promotion of PPP model for easing the downward pressure on the economy,broaden the channels for private investment to meet the needs of the public,has a very strong social significance.The current situation,due to the local government lack of knowledge or experience on how to governance PPP model,it is not conductive to the widespread application of PPP model and promotion.Therefore,to carry out research on the infrastructure PPP model is particularly practical significance.This thesis sets out from Contract theory and Transaction costs regulation theory,by using varies research methods such as empirical analysis and deductive reasoning,qualitative analysis,starting from the basic concepts of PPP model,then it clarify the governance framework of PPP model of the infrastructure,combined with the cases analyzed in Quanzhou Erythrina Bridge and Nanan sewage treatment plant project.The article comprehensively analyzed the project background of the two projects,operation model and the existing problems,and sums up the experience in this PPP project.In the process of the project's actual operation,government and private enterprise work in the project investment,fund collection,project management together.The study found that there were differences between the two projects,the role of the contract body,the accuracy of the contract object and the regularity of contract style,ultimately,these differences affect the continuation of the partnership.In the PPP model of Quanzhou Erythrina Bridge,the contractual relationship between the government and the private sector is destroyed by social environment restrict,the management rights and interests of the private sector can't be guaranteed.Meanwhile,in the PPP model of Nanan wastewater treatment plant,the contractual relationship is considered more fully and completely,and a large amount of prior agreement has been made on the pricing adjustment mechanism of the project.Then,based on case comparison analysis and our national conditions,the author proposal three policy to optimize our governance on the PPP project of infrastructure such as clarify the function boundary of the principal role of contract,exact all process details of the contract object,canonical the content and form of contract text.
