Research On Government Functions Of The Risks Prevention In The Process Of Enterprises Going Out In Shishi City

Shishi City in Fujian Province is a new city born after the reform and opening-up.Its outward-looking economy is quite remarkable.As the policies concerned “Going-out” “the Belt and the Road” have advanced considerably,the number of Shishi City local private enterprises which put “going-out” strategy into effect to search for further development space rises steadily.What can not be ignored,enterprises would face lots of opportunities and risks in the process of going-out.Enterprises can not handle lots of risks by themselves in the process of going-out.It requires government to play its functions to help enterprises to prevent the risks of going-out.Based on the basic information of “going-out” enterprises of Shishi City,this paper aims to analysis different pattern of risk that enterprises probably encounter in the process of going-out,such as political and legal risk,culture risk and labor trouble risk,social responsible risk and operational risk,and so on.In view of the current situation that government faces the risks of “going-out” enterprises which is sorted out by field research,this paper tries to analysis the roles government plays in the process of “going-out” strategy: performer/pusher/provider of public products and services/supervisor,then points out the existing problems of government functions in the risk prevention of the “going-out” enterprises: “vacancy” “omission” “misplace”.Furthermore,this paper attempts to ravel out the reasons based on local characteristics: weakening of policy implementation,lack support of finance and tax,not obvious playing of overseas Chinese hometown's advantage,cultivating enterprises competitiveness insufficiently.In view of these reasons,this paper tries to makes some suggestions to the point that government focus more on its behavior to strengthen function playing and responsibility building,support “going-out” enterprises efficiently in many ways,for instance,building the legal system,formulating preferential policy,improving service system,optimizing investment environment,cultivating qualified talent,in order to help “going-out” enterprises to prevent the risks,thereby going out steady.
