A Study On The Training Status Of Qinhuangdao Customs Officials And Its Strategies

The customs official educational training is a kind of oriented education,targeting at the customs staff with an aim to improve their political awareness,professional proficiency and effectiveness.To conduct the education and training is for customs officials to develop completely and improve their management skills as well as to promote the customs reform and development.This paper has employed such study strategies as literature reading,case study,questionnaire and interview,in order to research into the education and training status of Qinhuangdao customs officials.A lot of questionnaires and interviews were handed out to get to know the practice of the education and training of Qinhuangdao customs officials.A large number of information was carefully consulted,key theories of public department human resource management,human resource training & development were employed,in order to research into the problems such as the nonequivalent training resource distribution,lack of training requirement analysis,irrational training content and method,imperfect training appraisal system,the irrelevance between the customs officials training and cadres selection,and analyzed the reasons of these problems of Qinhuangdao customs officials.In order to solve these problems,this paper makes suggestions from such perspectives as the theory,system,content,method and systematic construction,including leading with scientific theories and guaranteeing by systems;analyzing requirements and reasonably planning the trainning;enrich the content and method as well as improving the appraisal system;scientifically distributing the resources and improve the laws and regulations;integrate the trainning and practice as well as promoting the transfer of the trainning.This paper,based on the study on Qinhuangdao customs officials,has proposed the improvement strategies and has bridged the gap over the indoor customs education and training,especially the theory of this field of officials of the grass-root customs.Practically,this paper has proposed some strategies and shared experience for the education and training of other grass-root customs.
