Customs Cultivation is referred to a series of scheming, objective, pertinent training and education for customs employee according to their job requirements and respective actual instance in the classification principle. It is indispensable by strengthening the Customs Cultivation to improve its employer's quality and ability as well as a harmonious development prospect for Customs.By dialectic consideration as the key methodology, literature research, comparative research, surveying and system analysis etc., the dissertation reviews the current Customs Cultivation at home and aboard. Some problems existing in the training and education process for China Customs and Tianjin Customs were wholly analyzed as well as theoretically probing to how to build a studying Customs. Some countermeasures and advices were offered in order to highlight the Customs Cultivation.Firstly, many international scholars researched on and made clear the theory of studying organization from basic values, objective and characters. The also investigated whether it was important and necessary to construct a studying Customs.Secondly, there is an only way to buildup the obligation and service consciousness for Customs employee and to highlight the holistic diathesis of Customs leaders, which was strengthening their duty training of such employers as synthetic supervisors, professional technicians and field executors as well as position and promoting training for leaders, duty training for rookies and police agent training. However, at present Customs Cultivation is not successful since position exchanging policy. Most of training methods was not systemic and effective, described as"transfer, assist, and guide"with monotone content, laggard manner, low level. Thus, it usually counteracts the improvements of operation.Finally, proposals and strategies about improving Customs Cultivation were provided about how to build studying Customs, how to make duty training, how to highlight personal capability and how to make use of Customs colleges to work for training objectives. All above were expected to answer for individual requirements of leaders and long-term development of China Customs. By innovating training models and educating forms, a both-win outcome would be carried into effect for Customs construction and personal development as well as a bigger number of high quality employee and an optimized structure of high benefit.
