In 2013,Xi Jinping proposed to build a "One Belt and One Road" initiative aimed at building a comprehensive,multi-level,and comprehensive global interconnected network. However, firstly, the “One Belt and One Road” is not a geopolitical strategy. Therefore, geographical location is not a determinant of whether to participate in the “One Belt and One Road.” Second, the “One Belt and One Road” imposes certain requirements on China,a country with a vast land area, such as the state as an overall consistency of its internal member policies and the coherence of policies among domestic administrative units. Therefore, thinking about the “One Belt and One Road” cannot be limited to how to open up to the outside world, but also how to achieve internal connectivity. In fact,at the international level, the entry of local governments will help eliminate the misunderstanding of the “One Belt and One Road” initiative of the international community. From the local perspective,Guizhou has a strong demand for opening to the outside world.Although Guizhou seems to be inextricably linked to the implementation of the “One Belt and One Road” initiative,Guizhou should not “margin” or “be marginalized”.Instead,it should strive to catch up with the express trains of national development and cooperation with foreign countries to help the province fight poverty to achieve its goals of developments in a shorter period of time.
