The Study On The Influence Of Provincial Institutional Environment On Knowledge Innovation Ability In China

With the advent of the era of knowledge economy and the regional replacement of the country as the main body of global competition,innovation is gradually becoming an important driving force for regional economic growth.China's economy has entered a new normal of stable growth,and it is becoming the primary choice for China's economic transformation and development to replace the development mode of resource intensive investment through knowledge innovation.At the same time,the "institutional shift" of economic geography has led a large number of scholars to focus on the influence of institutional environment on regional knowledge innovation in the process of regional knowledge production.Perfect system environment can optimize resource allocation,promote information exchange,reduce transaction cost,and play an important role in regional innovation.Based on the economic geography "system into" hot spots,empirical research on the institutional environment of regional knowledge innovation ability of knowledge acquisition,knowledge production and knowledge application ability is the core content of this article.In this paper,on the research achievements of scholars abrotherad,by illustrating the main scientific basis and important concept,build a comprehensive analytical framework and evaluation indicators,using principal component analysis for 2008-2014 the system environment of 31 provinces in China and regional knowledge innovation ability were analyzed to measure,and according to the eastern,central and western regions compared the differences of time and space.By constructing the static equation model,the relationship between institutional environment and regional knowledge innovation ability is analyzed by using least square method.Results show that the system environment and high level of knowledge innovation development areas are concentrated in the eastern area,in the institutional environment and the level of knowledge innovation development spatial distribution of high value area of provinces and cities and Beijing-Tianjin-Hebei,Yangtze river delta,the pearl river delta are identical with the three major economic circle.The "t-shaped" distribution in the regional space above the medium level of the institutional environment is distributed along the eastern coastal region and the Yangtze river economic belt.The vast majority of provinces and cities of the institutional environment development level and knowledge innovation ability has increase as time goes on,but the system environment of development level between different regions and the knowledge innovation ability difference obvious,and all have the trend of widening.Relationship between the government and the market has no marked impact on regional knowledge innovation ability,the development of the non-public sector,product factor market and intermediary service organizations and legal system environment for knowledge innovation ability and has a positive promoting effect for all significant.The relationship between government and market is not significant for knowledge acquisition;There is a significant positive effect on the production of knowledge,which has a significant negative effect on the application of knowledge.The legal protection system has a significant positive effect on knowledge acquisition,knowledge production and application of knowledge.The development of non-public economy has a significant positive effect on knowledge acquisition and application,which has no significant impact on knowledge production.Product factor market environment for knowledge acquisition was not significant,but for knowledge production and knowledge have a significant positive correlation,intermediary service organization for knowledge acquisition,production and application were showed a significant positive role in promoting.Finally,based on the above analysis,the corresponding policy Suggestions are put forward.
