The Regional Differences Of Regional Innovation Milieus And The Influence On Innovation Performance

Under the globalization and knowledge economy background, the world economic development emerges regional characteristics sensibly. Regional innovation becomes the one of key factors for the competitiveness of region and regional development. An excellence regional innovation capability not only come from the innovation capability of the enterprises in this region, but also come from excellence regional innovation milieus. Regional innovation milieus include the conditions of infrastructural environment, resources, which called regional hard milieus, and institution systems, social culture, organizational net-work, which called regional soft milieus.The paper analyzes the theory of the regional innovation milieus, the focus is on the differences of the regional innovation milieus in China and the reasons of the regional differences. On base of the innovation data of 31 provinces, this paper builds up indication system of regional innovation milieus, uses the principal component analysis and cluster analysis, analyzes the differences of regional innovation milieus in different regions. The result shows the differences of infrastructural environment, institution systems and organizational net-work is declining in China, but the range between the best province and the wrest is rising; at the same time, East-Mid-West has distinct regional difference in China. The East has the best regional innovation milieus in East-Mid-West. Beijing takes the 1st position in comprehensive, Guangdong and Shanghai take the 2nd and 3rd. The provinces have the same standard of development in regional innovation milieus in the Middle of China; the provinces with better regional innovation milieus have difference between regional soft milieus and regional hard milieus, which assigned to"good in hard milieus"and"good in soft milieus", the others, are assigned to"bad in soft and hard milieus". On base of cluster analysis and econometric model, this research find, the provinces of better regional innovation milieus whose infrastructural environments have significant affect on innovation performance. While the provinces of worse regional innovation milieus whose regional soft milieus have significant affect on innovation performance. In the trend analysis, the better have affect on innovation performance fluctuated within a great range, while the trend are stationary in the worse. Finally, the paper proposes related suggestions for policy regulation to improve regional innovation milieus and affect incremental innovation performance in China.
