Under the background of economic globalization,China's economy has made remarkable achievements.However,while our country's total economic is rising and the overall national strength is increasing,the investment of foreign enterprises is concentrated in the resource field in the northeast and other regions of our country.They're not good at interacting with local enterprises,nor conveying high-quality resources to local enterprises.The government have issued several regional coordinated development strategies at the national level,and the local government has also introduced the detailed policies adapted to the region under the call of the central government.However,this has not made the derivative and development of the enterprises,and there is no industrial transformation and promotion brought by the enterprise interaction.Jiangsu,as the frontier of China's economic development,has introduced a series of regional coordination policies after 2001,which has successfully created a benign interaction between the embedded enterprises and local enterprises,created a good learning environment for local enterprises,and can absorb the advanced ideas and management models from foreign enterprises,and produced technological innovation.There are two different results,the fundamental reason is that the previous research is only limited to guiding the heterogeneous enterprises to flow into the underdeveloped regions with rich resources,and does not pay attention to the development of the heterogeneous enterprises in the underdeveloped areas,that is,the spillover effect of heterogeneous enterprise embedding into industrial chain.This paper breaks through the analysis framework in the traditional new economic geography model,and integrates the spillover effect of the heterogeneous enterprise,and takes the spillover effect as the reason for the improvement of the industrial level in the underdeveloped areas.This paper analyzes the different types of spillover effects of heterogeneous enterprises embedded in underdeveloped areas through the analysis of mechanism analysis,and deeply analyzes the process of heterogeneous enterprises' spillover after embedding,and finally get two effects,which are low industrial locking and industrial transformation and upgrading.And use the industrial development gap of developed areas and underdeveloped areas to assess the spillover effect.Through the establishment of economic model and empirical analysis to verify the related logical deduction.The spillover effect of heterogeneous enterprise embedding into industrial chain is incorporated into the new economic geography model,and the effect of spillover effect is investigated by simulation.The gap of industrial development level between China and Jiangsu is compared and analyzed to observe the spillover effect.The effect further explains the superiority of Jiangsu's regional coordination policy.The results of this study show that:(1)The resource consumption spillover of heterogeneous enterprises will lead to the low end of the industry,which shows the the increase industrial development level gap with the developed regions.(2)Quantitative change spillover will bring low level industrial transformation and upgrading.(3)Qualitative change spillover will bring a high level of industrial transformation and upgrading.(4)The national regional coordination policy shows that the underdeveloped regions have only developed the resource dependent industry.With the gradual exhaustion of resources,the corresponding industries will inevitably shrink.Therefore,the resource consumption spillovers of heterogeneous enterprises increase the gap of industrial development between the East,the West and the northeast.(5)The regional coordination policy of Jiangsu promotes the root,derivation and development of heterogeneous enterprises in the local area.The spillover effect of enterprises embeds into the underdeveloped regions upgrade the industrial scale and technology level,effectively reducing the industrial development level gap between South of Jiangsu,Jiangsu and North Jiangsu.(6)The difference between the industrial development level of the whole country and Jiangsu has cyclical characteristics,and the evolution mode of spillover effect is the same.(7)The national regional coordination policy does not lead to the positive spillover of the embeddedness of the heterogeneous enterprises.The main factor of the industrial development level gap is caused by the gap of technological progress;the spillover effect of Jiangsu is mainly qualitative change spillover,the second is the quantitative change spillover,and the main factor of the existence of the industrial production gap is the technological progress.The second factor is the interaction between pure technical efficiency and scale efficiency gap.The innovation points of this paper are as follows:(1)in theory,on the basis of the new economic geography theory,the spillover effect of the heterogeneous enterprise is considered,the content of the theory is expanded,and the theoretical support is provided for the formulation of the policy.(2)in method,this paper uses the complex network analysis method and the new economic geography model for modeling and simulation,and uses the data envelopment analysis method and the empirical mode decomposition method to verify the hypothesis.(3)in practice,this study shows that the policy should promote the upgrading of industrial transformation in underdeveloped areas.It must take into account the follow-up development problems that make heterogeneous enterprises embedded in the underdeveloped areas,promote innovation through cooperation,and make the heterogeneous enterprises root,derive and grow in less developed areas.
