Research On Risk Management System Construction Of Qingdao Housing Provident Fund Management Center

Since the 90 s of last century,the rapid development of China's financial and real estate industry,in order to better promote the prosperity of the market economy,the housing provident fund system in Shanghai,China began to pilot,management has become more and more complicated,the risk is increased,these factors pose a significant challenge for the daily management of the housing provident fund,improve housing provident fund management system has become an urgent task for the establishment process of provident fund system system in our country.Although the development of the times,make people pay more attention to their rights,especially for five social insurance and one housing fund security right and the right to the use of attention,Housing provident fund management center is not a financial institution in nature,which determines that its risk prevention and management system is not perfect,and its staff's corresponding risk management consciousness is relatively weak.This paper takes Shandong city of Qingdao Province as the research object,based on a review of the domestic and foreign risk management and internal control theory,starting from the housing provident fund internal control system,to improve the Qingdao city housing provident fund operation mode,proposed before,during and after the event,"three in one" of the internal control system,improve the housing provident fund management proposition.In order to demonstrate this proposition,we comprehensively explore the current management status of housing provident fund in Qingdao,and make a comprehensive analysis of its internal risk from two aspects: its risk characteristics and potential controllable risks.At the same time,we made a scientific analysis of risk assessment mechanism from four aspects: risk awareness,risk assessment lag,authority control unreasonable,risk identification method is insufficient,and systematic risk analysis method is lacking.Finally,according to its current situation,from the perspective of internal control,it puts forward the establishment of a perfect internal control system for its establishment of internal control dynamic operation regulation system,and engaging in three aspects: before,after and after.In order to ensure the safe operation of funds,improve the management level of funds and ensure that the legitimate interests of the masses are not damaged.Housing provident fund's active application of risk prevention consciousness in daily management has been mentioned in many provinces and cities throughout the country.Although a mature system has not yet been formed,its risk prevention effect has been increasing.From the perspective of risk management and internal control theory and practice,taking Qingdao as an example,this paper will provide some references for the operation and management of housing provident fund in China.
