The Research On The Construction Of Specialized Farmer Cooperatives By Chaozhou's Supply Andmarketing Cooperatives

Nowadays,the main body of world cooperatives is the specialized farmer cooperative,which is the new things emerging in the process of China's rural reform and opening and socialist market economy development.It is a necessary requirement that famers adapt to the market economy development and an innovation of agricultural management system based on household contract management.Meanwhile,it is an effective organizational carrierforbuilding modern agriculture,increasing farmers' income,and raising the systematization level,and also the important starting point for the party and the government to guide the agriculture and rural work,new channel for each level of government to directly support farmers.Its emergence and development isan inevitable result of internal cooperation demands arising fromthe farmer facing increasingly fierce market competition.However,after shortly established each kinds farmers cooperatives,various problem-thinking and problem-solving ways inherent to the farmers has seriously blocked the development of specialized farmer cooperatives and deviatedthe cooperatives from a sound development track.Obviously,the most serious problem is that "fail to sell out some of agricultural products and get low cost of productionmaterial ".However,the supply and marketing cooperatives have 60 year experience with the advantage of network,asset business,experience,politics and culture,which can certainlysolve the problems during the specialized farmer cooperatives development.In recent years,along with the Law of Specialized Farmer Cooperatives and relevant policies and regulations issued,each level of the party and government put more efforts todevelop the specialized farmer cooperatives,and the farmers' initiative also increased.After many years of hard work and investment,most of farmer cooperative economic organizationshave made a great progress,but there are still some difficulties and problems due to the different economic development level and agricultural production level of each area.Take Chaozhou City in Guangdong Province as an example.Currently,the local supply and marketing cooperatives do not pay enough attention to the construction of farmers cooperatives,not enthusiastic to participate in the construction of farmers cooperatives,lack the enthusiasm for investigating the market,lack the effective cooperation between the cooperatives and lack policy and fund support,which led toinsufficient communication between supply and marketing cooperatives and farmers cooperatives,inadequate planning and guidance for the construction of farmers cooperatives,failure to provide market information to farmers cooperatives,not too much help farmers cooperatives expand sales channel of agriculture products,and failed to provide efficiency services for the sales of agricultural products.Therefore,this paper chooses the supply and marketing cooperatives to boost the construction of specialized farmer cooperatives as the research object.Through researching on the supply and marketing cooperatives construction situation in Chaozhou City,it aimsto form a theoretical system and practice system to serve new rural area construction,and furtherly enhance the vitality ofspecialized farmer cooperatives by playing full functions of supply and marketing cooperatives so that promote the healthy development of rural agricultural economy.This paper adopts the method of literature research,by reading a large number of relevant literatures about the supply and marketing cooperatives' participation in the specialized farmer cooperatives construction,comprehensively reviews the domestic and abroad research status and briefly explains the meaning of the supply and marketing cooperatives and farmers cooperatives on the basis of searching relevant literature and collecting practical information,and analyze the role of supply and marketing cooperatives in boosting the construction of farmers cooperatives.In combination with empirical study and case study,choose Chaozhou City as a specific research object and systematic study on Chaozhou specialized farmer cooperatives' construction situation;Choose Chao'an District and Raoping County as filed investigation,by visiting different regions and fully study the different situation of local farmers cooperatives' construction to get lots of primary material and basis data.Through comparison,statistics and analysis against relevant data,get more understanding of research object,study the achievement of Chaozhou specialized farmer cooperatives' construction,summarize the shortage and analyze the problems and root causes.In view of the present situation of boosting the construction of specialized farmer cooperatives in Chaozhou City,the paper provides the own opinion and suggestions as following: increase publicity efforts,innovate development concept,strengthen the standard management,create distinctive brand,gasp the market trend,expand business ideas,strengthen joint cooperation and economic strength,strive for multi support and increase service systems.
