With the rapid development of China's construction industry and real estate investment,the strength and competence of construction contractor is increasingly strengthening,and the international status is highlighting day by day.Most of the construction companies in 2017 Fortune 500 come from China,and the top six companies according to turnovers are all from China.It is undeniable that the increasing influence of China's construction companies,on the other hand,it cannot ignore the fact that the profit rate has reached the bottom.With the gradual improvement of Bill of Quantities,tendering and bidding is getting more and more oriented by market,so it is necessary for construction companies to estimating cost independently according to their own situation and market conditions.However,in the actual bidding process,there is a large difference between the bid price and the settlement price in the general contract.the general contractor's quotation depends on experience and other phenomena.In order to continuously enhance the comprehensive strength and competence of China's construction enterprises,it is necessary to pay attention to cost estimate for the purpose of improving the cost estimating competence.The research object of this article is the general contractors' cost estimating competence for real estate development project.Firstly,trying to define the cost estimating competence based on the theory of enterprise competence and the knowledge of cost estimating.Secondly,through analyzing the flow chart of the general contractor's bid quotations to identify the competence needed to carry out the cost estimating,afterwards captures the current situation of general contractor's cost estimating competence from the perspective of general contractor and owner based on their evaluation score.Selecting general contractors who undertake real estate projects through questionnaire research randomly,it is verified that there is indeed a deficiency in the general contractors' cost estimating competence,then summarize the main problems and analyze the reasons.This paper used logical analysis,literature research and expert interviews to identify the influencing factors of the general contractor's cost estimating competence for real estate projects,obtained 26 factors,then divides them into two aspects,the internal aspect including ‘Strategic resources',‘Human resources' and ‘Technical methods',the external aspect including ‘Partners' comprehensive performance',‘Industry and market environment'.Supposing the structural equation model of the influencing factors in general contractor's cost estimating competence based on theory and practice,In order to ensure the scientific rationality of the hypothesis,a pre-study was conducted through a small sample,after removing three influencing factors,formal questionnaires were formed.SPSS 20.0 was used for testing reliability and validity,using AMOS21.0 to fit,test and correct the model,and finally obtained a structural equation model with a high degree of overall adaptability.It verifies that the internal three factors have a significant positive relationship with the cost estimating competence,and the order of the three impact strengths is ‘Strategy Resources' > ‘Technical Methods' > ‘Human Resources'.Finally,based on the analysis of the results of the model,this paper designed a strategic concept “Creating comprehensive competitive market environment as a preconditiona,emphasizing strategic resourcesc,improving technical methods,and optimizing human resources as an orientation,constructing tactical measures with important influencing factors”.Improving the general contractor's cost estimating competence for real estate development project based on model results as a core and the current problem as a supplement,in order to promote the healthy and sustainable development of the entire construction industry.
