After the reform and opening up,the housing reform system kicked off the real estate boom.After nearly four decades of development,real estate has become a pillar industry of the national economy.But in recent years,as house prices rising,our country developed regulation policy to limit price rises,but to the opposite is that land prices keep raising.This makes the real estate industry increasingly competitive,and it has entered the "small profit era".How to control real estate development costs to increase profits space becomes a grave problem in front of real estate enterprises.This paper is a case study of Wangjiao office building project developed by Tianlu Real Estate Company,using the survey method,case analysis method and comparative analysis method,combined with the actual cost management experience.All of the processes involved in cost management of real estate were studied.A three-dimensional system of cost management was established,consist of cost management system based on whole process,cost management system based on functions and cost management system based on cost factors.Firstly system establishment was discussed in forms of the principles,factors,methods and steps,and structure of system establishment.Then that how the system works was discussed in detail.Cost management system based on the whole process,mainly discusses key points of establishment stage,design stage,bidding stage,construction stage and completion settlement stage of project cost control,and coping strategies is given;Cost management system based on functions,mainly discusses the mechanism and main functions of cost management of Tianlu Real Estate Company and project company,as well as the operational mechanism of the specific cost business management system;Cost management system based on cost factors mainly analyzes factors affecting the project cost management system and gives coping strategies.Lastly,the paper put forward the measures to safeguard the cost management system,in order that the three-dimensional cost management system can help enterprises reduce the cost of real estate development better and improve the efficiency of cost management.
