Research On Performance Of Special Fiscal Poverty Alleviation Funds In The Background Of Precise Poverty Alleviation

In the current stage,with the continuous development of poverty alleviation and development,the areas that have not gotten rid of poverty in our country are mostly “hard bones.” Different poverty-stricken areas have different poverty alleviation needs,and different poverty-stricken families have different poverty causes.Therefore,China has proposed a classified policy--the "precise poverty alleviation" policy.In the background of classified policies,the use of special fiscal poverty alleviation funds also required higher requirements.It not only requires that policies be effective at the macro level,but also requires a rational structure of funds at the meso level and the poor population at the micro level can get the help that they actually need.However,the <Measures for Performance Appraisal of Special Fiscal Poverty Alleviation Funds> promulgated by the Ministry of Finance and the State Council Office for Poverty Alleviation pays more emphasis on evaluating the performance of government departments about how they deal with the management and allocation of poverty alleviation funds.Firstly,this assessment system does not evaluate the performance of special fiscal poverty alleviation funds in the background of precision poverty alleviation with the perspective of input-output efficiency,based on the input indicators of Work Relief,Development Funds,Discount Loans,etc.and the output indicators of economic development,social progress,povertystricken households' production and living standards.Secondly,this assessment system does not evaluate the performance of fund structure with the perspective of structural performance,based on the structure of special fiscal poverty alleviation funds.Finally,this assessment system does not evaluate the performance of special fiscal poverty alleviation funds in the background of precision poverty alleviation with the perspective of human-oriented,based on the feedback from poor individuals who are the primary target of poverty alleviation.In order to solve the problems above,this paper studies the performance of financial special poverty alleviation funds in the context of precision poverty alleviation based on three levels,which are macro,meso,and micro.Firstly,at the macro level,the output index system has been expanded unidimensional index system to multi-dimensional index system,the unidimensional index system only considers economic efficiency,and the multi-dimensional index system takes economic efficiency,social progress and personal quality of life into account.This output index system considers not only the amount of output but also the quality.With the perspective of analyzing input-output efficiency,the overall relative performance of special fiscal poverty alleviation funds is studied based on a comparative study with the development-oriented poverty alleviation phase and with the use of Data Envelopment Analysis.Secondly,at the meso level,with the perspective of assessing the direction of the funds investment's structural performance,the poverty alleviation indicator uses the per-capita net income of farmers in poverty-stricken areas,and the input indicators use the funds investment system in the <China Rural Poverty Monitoring Report>.Seemly,based on a comparative study with the developmentoriented poverty alleviation phase and with the use of double logarithmic model and lasso regression method,the relative structural performance of special fiscal poverty alleviation funds is analyzed.Finally,at the micro level,with the perspective of human-oriented,carry out a questionnaire survey for poverty-stricken households on whether the eight types of special poverty alleviation policies for poverty alleviation have been assisted or not.At the same time,the survey will divide poverty households into three income levels,and then,with the use of statistical descriptive analysis,the performance of different supporting policies for poor households with different income levels is studied.Through three levels of performance analysis,through the analysis of performance of the three levels,a comprehensive study on the performance of special fiscal poverty alleviation funds in the background of precision poverty alleviation will implement,and policy recommendations for performance optimization could be proposed.According to the research of this paper,the following conclusions are drawn: firstly,in the macro level,the performance of the special fiscal poverty alleviation funds in the background of precision poverty alleviation is in an overall relatively effective state compared with the development-oriented poverty alleviation phase,which means the overall effectiveness of the special fiscal poverty alleviation policy.However,in the meantime,the pro-poor policies have the problem of diminishing marginal effects.Secondly,in the meso level,on the base of the development-oriented poverty alleviation phase the structural performance of capital investment in the precision poverty alleviation phase achieves overall improvement with the exception of industrial investment.At the same time,with the perspective of short-term performance,the poverty-relief performance of agricultural and health education investment is the highest;with the perspective of long-term performance,the poverty-relief performance of infrastructure construction and science and technology investment is the highest.And,with the perspective of absolute performance,the poverty-relief performance of agricultural investment is the highest;with the perspective of relative performance,infrastructure construction,science and technology,health and education investment have higher poverty-relief performance.Thirdly,in the micro level,with the angle of fairness,guaranteeing basic living standard poverty alleviation and infrastructure construction have the highest performance.In addition,the poverty-stricken people at different income levels have different needs for poverty alleviation.The deepest poverty-stricken people need access to education and assistance;the general poor need not only access to education assistance,but also relocation and financial assistance;the mild povertystricken population has the need to obtain more financial assistance.At the same time,the implementation of 4 to 5 special fiscal poverty alleviation policies for the poor might help to obtain a relatively optimal policy mix.Based on the results of the three levels of performance evaluation,four policy recommendations are given in this paper: Firstly,in order to minimizing the phenomenon of diminishing marginal effects of the policies,poverty alleviation policies need to adjust dynamically.Secondly,the policies should take short-term performance and long-term performance,absolute performance and relative performance into account;in the long term,policies should be tilted toward funds investment that has higher relatively performing.Thirdly,we must stick to implement policies based on individual,and maximize the resonance performance of policies.Forth,increase industrial investment,and further increase the per capita net income of farmers.
