Research On The Operation And Management Of Financial Poverty Alleviation Funds

The fiscal poverty alleviation funds occupy the most important position in the poverty alleviation funds in our country and are the main force for poverty alleviation and development funds.Efficient use of financial aid funds for poverty alleviation is the basic guarantee for the smooth development of poverty alleviation and development work.Therefore,the operation and management of financial poverty alleviation funds is crucial to the operation results of financial poverty alleviation and development.The sound operation of all stages of investment,distribution,use,management,and performance evaluation of financial aid funds plays an important role in improving poverty alleviation and development results.Under the current background of the Pearl River Delta region's counterpart to help the east,west and west regions of Guangdong,in order to promote the coordinated development of the province's regional economy,speed up the economic development of Guangdong,the east and the west,and ensure that the large number of poor people in the east,west and north of Guangdong can get rid of poverty.Helping work is particularly important.In order to promote the effective development of counterpart assistance,the management of financial aid funds is an important task for poverty alleviation.The accurate implementation of poverty alleviation funds is an important impetus for the efficient operation of poverty alleviation work.force.At present,there are many problems in the operation and management of China's fiscal poverty alleviation funds,and the efficiency of the use of poverty alleviation funds is still low.This has made the task of reducing poverty particularly difficult since the new period.Therefore,this paper starts from the perspective of the operation and management of financial poverty alleviation funds in Guangzhou.The municipal counterparts assisted in the management of poverty alleviation funds in Qingyuan City as an entry point.Through on-the-spot inspections and investigations,they conducted in-depth analysis and research on the operation and management of their funds,combined with the experience of domestic and foreign advanced financial poverty alleviation funds operation management,and Guangqing counterpart funding.The operation and management of China's Suiqing Fund was a case study.The analysis found that the current status and problems of the operation and management of counterpart funding in Guangzhou mainly reflected problems in the five aspects of investment,distribution,use,management,and performance evaluation.In order to solve these problems,some reasonable suggestions have been put forward to provide reference for improving the use performance of counterpart funds.The proposal mainly starts from the above five perspectives,and mainly includes the following four suggestions:(1)The funds for Guangqing counterpart assistance still need to be used.Continue to increase investment to increase the coverage of support funds;optimize distribution Structure,promote the optimal supply of medical and educational fields in the helping area,integrate various resources,and broaden sources of funds.(2)Innovate the management of financial aids,improve the accuracy and efficiency of the use of funds,and avoid idle funds.(3)Improve the management and supervision mechanism of financial aid funds and optimize the risk control system.(4)Completely improve the performance evaluation of financial aid funds for poverty alleviation and optimize the performance evaluation system for financial aid funds.
