Poverty alleviation relates to the national economy and the people's livelihood.How does the management of financial poverty alleviation funds directly affect the performance of poverty alleviation work?with the increase of poverty alleviation efforts in our country,some problems of financial poverty alleviation fund management have become increasingly prominent.Many scholars in our country have also carried out research on financial poverty alleviation fund management performance,management problems and management measures.However,few of these studies start from the perspective of the object of poverty alleviation,which can easily lead to inaccurate research results.The problems of "getting rid of poverty" and "being lifted out of poverty" among the poor need to be carried out from the perspective of the satisfaction of the poor people,and the State Council issued in February 2016 the report of the State Council on the management of financial funds for poverty alleviation.The measures for assessing the effectiveness of Provincial Party Committees and governments in Poverty Alleviation and Development(hereinafter referred to as "the Evaluation measures")clearly stipulate that the performance appraisal of financial poverty alleviation funds,in addition to the use of poverty alleviation rates,will increase the income of the poor.Besides the input-output ratio of poverty alleviation projects,it is necessary to introduce the third party evaluation data,such as"people's satisfaction" and other "soft indicators",which indicates that the poor people have a more "say" in the evaluation of the work performance of poverty alleviation.At present,the evaluation of financial poverty alleviation fund management in Wuzhishan City is mainly carried out through third-party professional organizations,and there are certain loopholes in this method.Therefore,it is of theoretical and practical significance to explore the effect of financial poverty alleviation fund management in Wuzhishan from the perspective of poverty satisfaction.Firstly,this paper explains the research background,research significance,research methods and so on.This paper expounds the significance and function of financial poverty alleviation fund management from the perspective of poverty people satisfaction.Secondly,it summarizes the contents,processes,methods and related research results of financial poverty alleviation fund management.The theoretical basis of this paper includes the finance in the theory of public finance.The theory of poverty alleviation,the theory of financial poverty alleviation in the new public management theory,the theory of financial poverty alleviation in stakeholder theory,the theory of performance evaluation of public expenditure management,etc.Combining the literature research method,interview consultation method and other components of Wuzhishan City financial poverty alleviation fund management satisfaction evaluation index system,including the source of funds satisfaction,capital supervision satisfaction,capital use and distribution satisfaction,Finally,the data of satisfaction survey were obtained by questionnaire,and SPSS20.0 and Amo were used.S20.0 statistical software to explore sources of satisfaction,satisfaction of financial supervision,the use of funds allocation satisfaction,satisfaction of fund management system on the stats of the financial funds,the entire satisfaction management effect showed that the satisfaction of financial supervision of financial funds management effect the influence coefficient is 0.32;the impact of capital source of satisfaction secondly,its influence coefficient is 0.24;the allocation of funds and the use of capital management effect influence coefficient is 0.18;the minimum effect on the fund management system of fund management,the influence degree is 0.16.In the sixth chapter,based on the questionnaire survey and empirical analysis The results put forward a number of countermeasures and suggestions to improve the effectiveness of financial poverty alleviation fund management,including:actively using the Internet donor platform to broaden the sources of poverty relief funds,actively bring into play the power of supervision of the masses,improve the reporting mechanism of illegal acts;Pay attention to the needs of the poor people,allocate and use the funds reasonably according to the local conditions,carry out the information reporting mode,and implement centralized and unified accounts reporting.
