| The 19 th session of national congress of the communist party of China pointed out that we should deepen the reform of state-owned enterprises,develop mixed ownership economy and cultivate world-class enterprises with global competitiveness.The first meeting of the Central Committee for Deep Reform made important arrangements for reform work and comprehensively deepened the reform into a new stage.In the new historical position,as the mainstay of the national economy,the state-owned enterprises should take the initiative to shoulder new social responsibilities and make contributions to the construction of socialism with Chinese characteristics in the new era.The research on the social responsibility of state-owned enterprises and its performance mechanism can not only enrich the theoretical knowledge of corporate social responsibility,but also guide state-owned enterprises to fulfill their social responsibility consciously,promote the development of corporate social responsibility in China.Taking the new era of socialism with Chinese characteristics as the macro background,this paper comprehensively applies the literature research method,the interdisciplinary research method and the normative analysis method to accurately grasp the relationship between the development of state-owned enterprises themselves and the undertaking of social responsibility,this paper studies the concept and main contents of the state-owned enterprises social responsibility from the angle of the enterprises stakeholders,and probes into the fulfilling mechanism of the state-owned enterprises social responsibility.By combing the existing research results at home and abroad,combining Marx's thought of corporate social responsibility,the theory of stakeholder theory,social contract theory and corporate citizenship theory and other disciplines of theoretical knowledge,corporate socialresponsibility is defined as the enterprise stakeholders' coordination and distribution of enterprise interest relations,the core of which is the coordinated distribution of interests between enterprises and stakeholders to achieve the equilibrium state and externalize into the behavior activities of enterprises.This paper analyzes the connotation of the state-owned enterprises social responsibility and the present situation of fulfilling the social responsibility,draws the conclusion that the historical evolution of state-owned enterprises social responsibility is divided into three stages,and the government plays a vital role in the process of its development.Through research and analysis,it is found that the shortcomings of state-owned enterprises in fulfilling their social responsibility are mainly due to the absence of internal and external institutional mechanisms,which are manifested in the lack of understanding of corporate social responsibility,the internal mechanism of state-owned enterprises and the external environment is not perfect.Through drawing lessons from the law of the development of state-owned enterprises social responsibility and the practical experience of foreign enterprises fulfilling social responsibility,this paper starting from the two aspects of perfecting the system inside and perfecting laws and regulations outside,from the three dimensions of taking the enterprise as the main body,the government as the leading factor and the social public participation,constructing the fulfilling mechanism of state-owned enterprises social responsibility,it has certain enlightening and referential significance for promoting state-owned enterprises to fulfill the social responsibility and the development of our country's corporate social responsibility. |
