A Study Of Affordable Housing Policy In Russia

Housing is a valuable asset especially for every human life,every family.Housing is also an important component that influenced the development of the real estate market,is one of the economic activities always get the greatest interest and the top concerns of society.Housing is one of the basic needs for not only individual,families but also in every human society.Today,the economic situation that has developed in Russia does not allow citizens to have a sufficiently high income.That is why buying a house for many people becomes an impossible task.For most Russians,a mortgage is simply unaffordable.In addition,many are simply afraid to take part in the construction,looking at the deceived investors and numerous unfinished.Unfortunately,today's market does not allow Russians with average incomes to become the owner of their own housing,paying an adequate price for it.The Russian government is taking all possible measures to ensure that the majority of the country's citizens are able to buy their own housing.Thus,on 17.09.2001 the Federal program "Housing" was approved.During this time,the country has formed and approved the legislative framework necessary for the settlement of numerous issues related to housing,housing,and property rights.The priority of the state is to provide housing for the poor and vulnerable.Currently,there are many programs for the provision of housing,designed for certain categories of Russians.Federal programs are developed for the whole territory of Russia,regional programs are developed for one subject of the Russian Federation,special programs – for citizens of certain categories(military,war veterans,state employees,large families and others).But Russia's problem is that we do not have a consistent policy on the formation of affordable housing segment.Moreover,there are no clear criteria that determine the meaning of this concept.This is my motivation for choosing this rese?rch topics,based on the d?ta I've collected and ?n?lyzed in this paper I offer suggestions to improve and perfect the ?ffordable housing system of Russia the future.
