Nowadays, China is still in primary stage of socialism. The marketplace economic reform is far less perfect. The government is not brought into full play in the domain of public service. These result in the increasingly severe problem of low-income housing in urban area. Alongside the accelerating construction step of harmonious socialist society, Central authority and local governments at all levels have already taken low-income housing as a critical part of their task. Under such a macroscopic backdrop, Changchun City has also been actively engaging its efforts in the job of low-income housing, formulating and publishing a series of relevant policies as well. During nearly a decade practice, the policy system has been getting much more mature, and bringing out positive effects. Almost 60 thousand low-income families have enjoyed the preference and benefit of those policies.Initially, this dissertation does a comprehensively research on the evolutionary history and status quo for low-income housing policy in Changchun city. After that, by mutually utilizing qualitative and quantitative analysis methods, it makes an appraisal for policy implementation effects. Furthermore, it reaches a conclusion that the policy has positively functioned basically, but still has some defects in the aspects of policy-maker and its counterpart. Eventually, by identifying the causes of formation for those imperfections, applying fundamental theories of public administration as well, it provides corresponding suggestions in order to further improve the policy system.The first chapter of this dissertation is about a general summary of low-income housing policy in Changchun city. It expounds the economic and social situation of Changchun, as far as housing condition of low-income families, depicts the historically evolutionary process of Changchun low-income housing policy, and elaborates policies enforced in each stage and their implementation effects.The second chapter is about an effect appraisal of low-income housing policy. Firstly, by using fuzzy mathematics analyzing method and analytic hierarchy process (AHP), it sets up an appraisal model for the implementation effects of low-income housing policy in Changchun. Secondly, based on questionnaire survey consequence of collective comments, it makes a comprehensive evaluation for the effects of low-income housing policy, leading to a result and its analysis.The third chapter is about the mainly existing problems and their causes of formation of low-income housing policy in Changchun. Accordance with the result mentioned above, combining with qualitative analysis, it points out the main problems presently existed. The main problems in aspect of policy-maker are listed as following: deficiency of integrated housing law system, functional vacancy of the government and defects of its administrative mechanism, insufficiency of investors and financial investment resource, shortage of low-income housing supply and inadequacy of bearers benefited. The main problems in aspect of policy-bearers are listed as following: vague definition of qualified bearers and too small coverage of bearers to the extent of both depth and breadth, immobility of welfare bearers and lack of withdrawal mechanism.The fourth chapter is about suggestions on how to improve low-income housing policy in Changchun city. Aiming at the problems listed above, referring to the successful experiences of typical abroad countries and other domestic cities, it proposes some feasible advices and suggestions. They are, to establish a low-income housing system mainly operated by the municipal government., to scientifically define the qualification of bearers and welfare standard, and widen the coverage scope of eligible bearers, to ensure steady resource of low-income housing investment, as well as raise fund from multi-channels, to enlarge construction scale of low-income housing and increase supply, to draft and enact specific laws and regulations for low-income housing.
