Studies On The Operation Performance Of Chinese National Health Care System In Hebei Province

From the late of 1980 s to the early of 1990 s,because the medical expenses have been rapidly increased in the public health services,the Chinese government and enterprises can hardly afford,the social medical insurance system has been reformed in various forms.In December 1998,the Chinese State Council Issued Document No.44 which decided to conduct the Chinese National Health Care System(CNHCS)for urban workers in the nationwide areas.This paper aims to assess the overall performances and achievements of the reform of CNHSC in HEBEI.The research will opt the period from 2012 to 2016 to address and discuss,because the overall CNHSC in HEBEI began to run during this period.Through evaluation the five-year performance of the CNHSC in HEBEI,the research attempts to identify the strengths and weaknesses of health care system and give proposed recommendations in order to improve and develop the CNHSC in HEBEI.This paper uses the secondary data collected from the Chinese official documents and international resources as basis.The research method adopts the equidistance method for sorting algorithms which used by the United Nations Program to calculate the ranking of the Human Development Index(HDI)for the countries.There are identifying the five aspects in terms of:(1)health care efficiency;(2)the fairness of health care;(3)the adaptability of medical care;(4)the Government responsibility for the medical care;and(5)The conditions of basic framework,as well as their subindicators to assess the overall performance of the CNHSC in HEBEI.According to the analysis of the assessment of five aspects of CNHCS in HEBEI,there are some problems to be attention.The HEBEI government should take the effort to improve the fairness of CNHCS.In particular,the Chinese government should strengthen the performance of the fairness of the financing in health insurance.The commercial health insurance should be an important complement to social health insurance to meet the different demands of health care of the people.The Chinese government should provide the sufficient financing to support the medical scientific research and efforts to improve the standard for a country providing the public health facilities.
