Study On The Development Of Civilian Farming In The Sight Of Better Life

On October 18,2017,General Secretary Xi Jinping delivered at the 19 th National Congress of the Communist Party of China : “The major social contradictions in our country hhave been transformed into the contradictions between the people's ever-growing needs for a better life and unbalanced and uneven development”.After 40 years of development,the people's living standards have improved significantly.The people's needs have been characterized by diversified and multi-faceted and multi-faceted features.The yearning for a better life has become stronger,and changes in the main social contradictions have also advanced the development of agriculture.Requirements,China's agriculture will enter a critical period of transformation and upgrading.Under such an era,leisure agriculture,which is a prominent representative of new industries for agricultural development,is gradually becoming a focus of attention.The civil agro-industry is a high-level stage for the development of leisure agriculture and will also usher in rare opportunities for development.The main function of the civic farms is that citizens are willing to rent small plots of land in the park,and the farms provide tenants with safe and healthy agricultural products.At the same time,the agricultural garden provides citizens with many functions such as farming experience,leisure tourism,holiday pension,and popular science education.In China,although the farmer's garden started relatively late,it has developed rapidly and has good prospects for development.At present,there is relatively little research on civic farms in China.There is not enough research on the concept definition,type classification,and business model of civic farms.There are fewer studies on how to develop civic farms in a single small and medium-sized city such as Baoding.Therefore,this article has an important realistic and theoretical significance for the study of Baoding's development of urban residents' farms.This article starts from the perspective of realizing people's longing for a better life.It is based on the theory of needs hierarchy,experience economic theory,agricultural multi-functional theory and agricultural industrial chain theory,and uses literature research,questionnaires,comparative studies,field investigations and SWOT analysis and other methods are studied in depth.Firstly,combing the development status and research results of domestic and foreign citizens' farms,they made their own interpretations of the concepts,types,characteristics,and meanings of the citizens' farms.Second,they combined data and document data with on-site research.Investigate the development status of Baoding City's civic farms,and use SWOT to analyze the advantages and disadvantages of Baoding's own development of civic farms,and find opportunities and threats facing the development ofcivic farms.Finally,combining two questionnaires,the first-hand data collected were statistically analyzed.Based on the results of the comprehensive study,we have found out that the outstanding problems or dilemmas faced by the current development of rural residents in Baoding City are as follows: in the external development environment,the civic farms are a new type of business model with a small number,weak propaganda,and low market awareness.Lack of brand building;at the same time,lack of relevant legal policy support and guidance,insufficient capital investment and technical support.In terms of self-development,the construction and development of civic farms lacked scientific planning,lacked experience in management and management,the professional quality of employees was low,the facilities in the park were not perfect,the overall environment was poor,the functions of farms were single,lack of features,and homogeneity.The phenomenon is serious,the consumer experience is poor,there are few profitable channels,and they lack competitiveness.In the end,the paper proposes an innovative model suitable for the development of rural residents in Baoding City: With the support of government policies and regulations,large-scale enterprise groups with strong and capable Baoding are selected to cooperate with universities or scientific research institutions to independently plan and develop the citizens' agricultural parks and integrate Baoding.Around the city,various types of people's farms and peasant households form a leading enterprise,organize the establishment of non-government organizations such as the civic farm association,realize the resource sharing and integrated management of the farm,gradually eliminate unqualified farms,and develop agriculture.Based on local conditions,the characteristics of modern farmers' farms.Based on this,it further proposed corresponding countermeasures and suggestions to promote the healthy and sustainable development of the citizens' farms in Baoding City.It will accelerate the transformation and upgrading of agriculture,meet the various needs of the people,enhance the people's "feeling,sense of well-being,and security" and make unremitting efforts to realize a better life for the people.
