Boming in "New Policy of Later Qing", Baoding Chamber of Commerce wastrisition from traditional agriculture society to modern industrial society. In thetrisition process, it became link and bridge between the government and industrialand commercial circles of modern Baoding and widely deepened into various fieldsof social life and had an important effect on the modernization process of BaodingArea. On the basis of existing research and using modern theories, the essay makes acomprehensive analysis of Baoding Chamber of Commerce and social changes ofBaoding Area in Later Qing Dynasty and early Republic of China. It hopes to studyhistory traces of modernization of Baoding Area.Baoding Chamber of Commerce was not only the result of social changes ofBaoding Area, but also an important force to promote social changes of Baoding Area.As a typical of Chamber of Commerce in northern inland medium-sized city,Baoding Chamber of Commerce made important contributions in developing nationalindustry and commerce and exploring the road to industrialization, for example,developing characteristic industry, organizing commodities fairs, seting up modernenterprises, paying attention to business survey, calming down financial crisis andmediating commercial disputes etc. Secondly, it broke through traditional behaviorand selectively participated in some political activities, for example, anti-imperalistpatriotic movement and city tax fight etc. It exerted a beneficial influence on politiacllife and became an important social and political power to win political democracy inBaoding Area.
