In recent years,with the rapid development of e-commerce,the postal industry in Guilin has also made rapid growth.As an indispensable part of the postal industry,Express delivery service has been increasing its business volume and business scale year by year,the growth rate has far more exceeded the same period of GDP,and it has become increasingly prominent in the promotion of regional economic development.However,in the process of the rapid development of express services appears frequent chaos,many problems,in need of urgent regulation.In 2006,the postal system reform officially began;in 2009 the “postal law of the People's Republic of China” enacted and for the first time involved the express delivery industry within the scope of postal regulation from the legal aspects,the postal administration is facing greater regulatory pressure;In 2012,in order to alleviate the pressure of supervision and supplement the regulatory power,the municipal first level postal administration came into being.On November 29 th of the same year,the Guilin postal administration was established and became the administrative department of the supervision of express delivery service in Guilin.Ensuring the security of national communications,meeting citizens' delivery needs,urging express delivery companies to provide quality delivery service,ensuring a healthy and sound development environment in the industry,continuously improving the regulatory level and effectiveness are the inevitable requirements of the postal administration for implementing the scientific outlook on development,is the objective aspect of building a harmonious socialist society,and an important subject facing the express service industry of Guilin in the present period.Based on this background,this paper takes the express delivery service supervision as the research object,analyzes the development of courier service industry in Guilin from the actual conditions,and analyzes the characteristics and public attributes of Courier service industry in Guilin.Connecting with the development environment of the macro express delivery in domestic to further explore the problems in the supervision of the courier service industry in Guilin and at the same time learn from the advanced regulatory experience at home and abroad and provide corresponding solutions and schemes so as to improve the supervision of courier services and promote the steady and rapid development of the industry.This paper mainly adopts the methods of literature analysis,qualitative analysis,deductiveinduction,case analysis and comparative analysis,and makes use of the relevant theories of government regulation and social governance.This paper analyzes the current situation of Guilin's express service supervision,and expounds and ponders over its existing problems and reasons.Through the analysis of supervision cases of courier service industry in Germany,Britain,Tianjin and Liuzhou,summed up the advanced experience suitable for Guilin express service,this paper systematically promotes the efficiency of the supervision of express service in Guilin,and makes up for the previous loose industry supervision.To establish a benign and win-win industry regulatory environment and development environment,achieved the Research and Innovation of Regulatory Behavior of Government Departments in Specific Industries.
