Supplier selection is one of the company's most important activities, directly related tothe company's procurement costs, affecting the performance of the entire supply chain. The rapid development of technologies such as the Internet, cloud platforms, and big data, the acceleration of the speed of product replacement and the increase in personalized demand have driven the dynamics of the supply chain. In the dynamic environment, values of the parameters affecting the supplier selection are constantly changing. The result of supplier selection in one cycle is difficult to apply to all cycles. The company needs to make dynamic decisions on supplier selection and order allocation according to the specific environment under different cycles. Therefore, the issue of dynamic supplier selection has gradually become a hot topic in domestic and foreign research and an urgent problem to be solved. In recent years,as global warming problem has become increasingly serious, countries all over the world have introduced relevant policies and regulations to protect the development of green economies. The “Made in China 2025” plan and the “The 19 th Session of National Congress of the Communist Party of China” have placed the green,low-carbon,and cyclical development in a more prominent position.Effective reduction of carbon emissions has become a consensus among countries in the world.Manufacturers are more inclined to suppliers with low carbon and environmental protection.According to the 2010 Report of the Carbon Disclosure Project,if suppliers cannot effectively manage their carbon emissions, more than half of carbon disclosure project report participating enterprises will reduce cooperation with them. Therefore, considering carbon emission factors as one of the key factors for dynamic supplier selection has practical significance. This paper investigates the problem of supplier selection and order allocation under multi-parameter dynamic environment such as material price, carbon abatement cost, and supply capacity.Firstly, based on the new characteristics of supplier selection in dynamic environment, the key factors influencing supplier selection are analyzed.Secondly,Taguchi method and multi-objective optimization method are used to design the supplier dynamic optimization process with multi-cycle,multi-product,and multi-source supply, whichmakes the decision-making both agile and robust. In this dynamic optimization process, manufacturer is the core enterprise to make the decision. Then this paper takes the carbon emission factors and time factors into consideration and uses the multi-objective optimization method to construct the supplier dynamic optimization model with the goal of minimizing the total cost and carbon emissions.Besides, the constraint method is used to convert the multi-objective problem into a single-objective problem. The Taguchi method in the field of quality engineering is extended to the supplier selection problem.A parameter optimization process based on the Taguchi method is designed to optimize the key parameters affecting the supplier selection. Finally, the optimal level combination of parameters is determined and the model is solved. In the end,the case is solved by Lingo software and Minitab software, thus proving the feasibility and advancement of the model. This article studies the supplier dynamic optimization problem from the perspective of low carbon and dynamics, which has certain foresight. The time factor and carbon emission factors are integrated into the model, which enriches the general supplier selection model. This article uses the Taguchi method to optimize multiple key parameters in the model at the same time, effectively reducing the number of experiments and improving the efficiency of decision-making.The application of the model could provide guidelines for suppliers to improve their key performance and guide manufacturers in developing dynamic supplier selection options.
