The Analysis Of PPP's Impact On New Urbanization In China

The new urbanization strategy implemented since 2002 has entered into a crucial stage now.The latest data of the national bureau of statistics shows that China's urbanization rate was 57.35% in 2016.However,China's development level of new urbanization exists serious tilt between quantity and quality,the tilt results that quality lags behind quantity seriously.As PPP(Public-Private-Partnership)model is an emerging financing model,its financing amount has become the main source of funds for various projects in the new urbanization construction.PPP model influences the level of new urbanization from aspects of population transfer,infrastructure contraction,structure of financial services industry and environmental protection.So this article selects 17 indexes,including population urbanization rate to evaluate the urbanization development level of171 cities comprehensively,then uses spatial econometric models to analyze PPP model influences on the new urbanization development level.Firstly,this paper combed research achievements of domestic and foreign scholars which were about PPP model and new urbanization,analyzed the deficiency of the existing literature,and then defined the concept of PPP model as well as new urbanization.Nest,this paper expounded the related theories and introduced the present development situation of PPP model and new urbanization.Secondly,based on five different aspects,such as the population level,regional level,economic level,social level and environment level,this article selected 17 different indicators to establish objective and comprehensive evaluation system,and measured the new urbanization level of cities by adopting the entropy weight TOPSIS method.Then the paper analyzed the spatial correlation of new urbanization level among 171 cities by using Moran index.Test results showed that there is spatial autocorrelation in data.Thirdly,this paper chose reasonable system of control variables to estimate OLS model,and then set spatial econometric models cause there were spatial error autocorrelation and the spatial lag dependence.Comparing the regression results among SEM model,SAR model and GS2 SLS model,and it was found that results of GS2 SLSmodel were more significant.So,the article selected data of PPP and new urbanization in2015 to analyze how PPP mode affects the new urbanization mechanism.Finally,according to empirical analysis results and influence mechanism,put forward the countermeasures and suggestions to promote the development of new urbanization through PPP model.
