Nowadays,the status and role of science and technology as the first productivity is becoming more and more prominent.China's regional economic development is very different,for many reasons,but the difference of regional scientific and technological innovation ability is an important reason for the imbalance of regional economic development.The scientific and technological innovation ability of a region or a country is the fundamental embodiment of its core competitiveness.The level of regional science and technology innovation plays a vital role in the development of regional economy.Therefore,this paper from the two aspects of science and technology innovation ability and innovation efficiency to study the regional science and technology innovation system,put forward the problems of regional science and technology innovation system,has a certain practical significance.Based on the research of many scholars at home and abroad,this paper defines the related concepts of regional science and technology innovation system,including:science and technology innovation,regional science and technology innovation ability and innovation efficiency.And the relationship between scientific and technological innovation ability and innovation efficiency is demonstrated.Then,the paper analyzes the influencing factors of science and technology innovation ability,and constructs the evaluation index system of science and technology innovation ability from four aspects:science and technology innovation environment,science and technology innovation resources,scientific and technological innovation achievements and economic benefits.The evaluation index system of urban scientific and technological innovation efficiency is constructed from the angle of innovation input and output.In this paper,the principal component analysis method is used to evaluate the scientific and technological innovation ability,and the data envelopment analysis method is used to evaluate the efficiency of scientific and technological innovation in every prefecture-level city of Shaanxi Province from 2014-2016.This study draws the following conclusions:(1)from 2014 to 2016,the ranking of science and technology innovation ability of each city tends to be stable,the gap of regional science and technology innovation ability is obvious,Guanzhong is the strongest,and Northern Shaanxi is the second.(2)The scientific and technological innovation ability and the innovation efficiency are the true reflection to the same innovation system different angle of view,the science and technology innovation ability is not equal to the science and technology innovation efficiency;(3)From 2014-2016,Xi'an,Xianyang and Baoji cities in Guanzhong have been occupying the top three positions in Shaanxi Province,Weinan City ranked sixth,Tongchuan City ranked eighth;Yanan and Yulin in northern Shaanxi have been wandering between the fourth and fifth place,Hanzhong in southern Shaanxi ranks seventh in three years,Ankang and Shangluo rank at the bottom of Shaanxi Province.(4)From 2014 to 2016,the comprehensive efficiency of urban innovation in Shaanxi Province was 0.874.The annual DEA was effective in Xi'an and Baoji.The DEA was effective in two years in Tongchuan,Yulin and Ankang,and DEA was effective in Weinan and Xianyang in one year.Yanan City,Hanzhong City and Shangluo City did not reach DEA efficiency in three years.Finally,combined with the evaluation results,the author puts forward the countermeasures and suggestions to improve the ability and efficiency of scientific and technological innovation in the cities of Shaanxi Province.
