Study On Evaluating Of Scientific And Technological Innovation Ability In Shaanxi Province

Nowadays, the trend of economic development is that the development of science and technology changes with each passing day and makes great contribution to economy increase. The competition of the national power between countries is focusing on the scientific and technological innovation and it has been a common viewpoint in the world. As a result, how to enhance the construction of scientific and technology innovation ability of Shaanxi, improve the support of economic development with stable and sustainable roles become an important task in theory and reality.First, on the basis of the concepts, essences and components of scientific and technology ability, establish evaluation index system of scientific and technology from the overall ability and the high-tech enterprises. Second, construct the evaluation index system of scientific and technology innovation ability from the macro and micro aspects,and then the paper chooses 31 provinces in the station,each city of Shaanxi province and their high-tech enterprises as the analysis object, in terms of data collection of large numbers, employs Matlab statistical software with fuzzy comprehensive evaluation method to test and evaluate their ability of scientific and technology, and classify the fuzzy evaluation result. Therefore, the paper analyzes the ability of scientific and technology from different aspects and then points out the follow conclusion:(1) Shaanxi province scientific and technology innovation ability had enhanced in recent years, which is in the middle of the country, but the disparity with the developed area still existed;(2)while the Shaanxi province scientific and technology innovation ability is promoting unceasingly, the problem that the economical development support to the scientific and technology innovation and the scientific and technology innovation impetus the economical development is not strong still exist;(3) the development among the cities of Shaanxi province is not balance, the scientific and technology innovation ability of the middle area of Shaanxi province is stronger than the other areas of the province obviously;(4) the high-tech enterprises of Shaanxi province scientific and technological innovation ability is not strong in the whole, which hadn't contributed to enhance the scientific and technology innovation ability of Shaanxi province;(5)the scientific and technology output ability,the university and enterprise cooperation ability,the scientific and technology manpower input ability is the superiority of Shaanxi province scientific and technology innovation; the scientific and technology environment,financial input and the performance is bad that hinder Shaanxi province scientific and technology innovation ability develop. At last, the paper proposed the countermeasures for Shaanxi province to expedite the construction of scientific and technology innovation ability. Just as the author said, establishing an excellent innovation environment and perfecting the invest channel and enhancing the cooperation were the effective approach to improving the scientific and technology and economic development level.
