Agriculture industrialization is a major innovation of agriculture management system and the basic trend of modern agriculture industrialization development. Only if we clarify the performance evaluation of scientific and technological innovation ability of agriculture industrialization leading enterprises, can we better enhance the innovation ability by strides and provide decision-making basis for the development of agricultural enterprises in Fujian Province. Significance of the study:It is helpful for scientific and technological innovation ability promotion of agricultural industrialization leading enterprises in Fujian province;It is helpful for the development and growth of agricultural industrialization leading enterprises in Fujian province;It is helpful for government and technology management institutions to expand business for agricultural industrialization leading enterprise;It is helpful for government and technology management institutions to make a reasonable definition to scientific and technological innovation ability promotion of agricultural industrialization leading enterprises. Currently, there are many qualitative and empirical studies on the development of scientific and technological innovation of agricultural industrialization leading enterprises, yet the empirical studies on how to enhance innovation ability in accordance with basic requirements for sustainable development of agricultural industrialization in specific areas are lack. It is totally a new issue to design innovation promotion mode and mechanism meeting the condition of Fujian agricultural industrialization leading enterprises, and to make empirical studies based on the evaluation of enterprises’ innovation ability and efficiency. The major subject of this study is the trend of scientific and technological innovation of agricultural industrialization leading enterprises. Thereby the framework of high efficient and standardized policy system is constructed, which can give reference to other regions in China on scientific and technological innovation ability and efficiency promotion of agricultural enterprises.This study is made under the background of scientific and technological innovation development of modern agricultural industrialization, and the major subject is promotion mechanism of scientific and technological innovation ability in agricultural industrialization leading enterprises. On the theoretical basis of sustainable development, system analysis, and strategic management, methods adopted in this paper include dynamic model analysis, data envelopment analysis, Malmquist Index, survey analysis, ordinal regression model analysis, incomplete information game analysis, key-point investigation, etc. Thereby, following models are established including internal dynamic mechanism model for promotion of scientific and technological innovation, efficiency measure evaluation model, productivity change evaluation model for every factor of technological innovation, ordinal regression analysis model for change of innovation ability and efficiency, interested parties’ game analysis model. Study is explored in depth on dynamic mechanism origin, policy suggestions and implementation of scientific and technological innovation ability promotion in agricultural industrialization leading enterprises.This paper is divided into five parts. The first part includes chapter 1, which describes background and significance of the study, commentary of relative points of view, research objective, key problems to be solved, approaches, technology pathway and framework of this study. The second part includes chapter 2, which defines internal dynamic mechanism of scientific and technological innovation ability promotion. The third part is from chapter 3 to chapter 6. It includes dynamics and restrictions analysis of scientific and technological innovation, efficiency changes evaluation analysis of scientific and technological innovation ability through the survey of 54 agricultural industrialization leading enterprises, analysis of productivity change evaluation model for every factor of technological innovation based on Malmquist index, empirical study on influential factors and efficiency changes of scientific and technological innovation ability through the survey of 110 Fujian agricultural industrialization leading enterprises based on ordinal regression analysis model. The fourth part includes chapter 7, which analyzes interested parties of scientific and technological innovation ability promotion based on tripartite game model and gives change balance of scientific and technological innovation ability and efficiency. The fifth part includes chapter 8 and chapter 9, which proposes the implication pathway for scientific and technological innovation ability and efficiency promotion of Fujian agricultural industrialization leading enterprises.The study results show that:(1) Dynamic factors of sustainable development of scientific and technological innovation ability in agricultural industrialization leading enterprises include following aspects:decision-making preference of management, target of input-output conversion rate, target of scale and efficiency development, target of resources and environment optimization, target of efficiency improvement affected by output value growth of new products, differences of technological innovation organization mode, changes of financial and tax supporting policies, establishment of commercialized service system in agricultural industrialization leading enterprises, systemization and standardization of agricultural science and technology, changes of financial supporting input, changes of internal R&D funds, R&D staff changes, output value changes of new products, level of patent application and growth of trade standards number, development of scientific and technical products, development of R&D products, establishment of research team, changes of scientific research funds, promotion of new products’ market competitive ability, upgrade of new products quality certification, enhancement of information acquisition ability, improvement of Industry-Academy-Research cooperation, change of incentives for R&D staff, etc. These factors are mutually improved, and show influence on decision making preference of scientific and technological innovation management of agricultural industrialization leading enterprises.(2) The evaluation analysis of technological innovation efficiency of agricultural industrialization leading enterprise in Fujian shows that the average of technological innovation efficiency by 54 agricultural industrialization leading enterprises is only 0.630 in 2006-2011. Compared with the DEA virtual value of 1, there’s still a big gap, which indicates technological innovation efficiency of agricultural industrialization leading enterprises in Fujian is relatively in a low level, and the boosting potential is enormous. There are only 27 enterprises whose technological innovation efficiency is higher than the average of 0.630 in 54 agricultural industrialization leading enterprises, which means half of the enterprises’technological innovation efficiency is in the leading level. From the point of pure technical efficiency, the average is 0.681 in the 54 leading enterprises. There is also a large gap compared with the virtual value, which shows that scientific and technological resource configuration is not optimized during the implementation of innovation.(3) Malmquist index of calendar year shows that the average annual growth rate of technological innovation efficiency in agricultural industrialization leading enterprises is 6.4% in 2006-2011. The trend of technological innovative efficiency is rising. Negative growth only appeared in 2008-2009. Productivity promotion of scientific and technological innovation is due to technical progress and scale efficiency improvement. During this period, growth of whole pure technical efficiency is 5.7%. The overall efficiency improvement is mainly due to the growth of pure technical efficiency. A small proportion of overall efficiency improvement comes from the contribution of scale efficiency improvement. Scale efficiency during this period increased by 0.7%. The average annual growth rate of the technical progress index is-21.2% according to Malmquist index and its decomposition. Annual growth rate of technical progress index is negative, which is-21.1%,-14.1%,-19%,-29.9%,-20.8% respectively. The declining trend of technical progress blocks productivity improvement of whole elements, which means the advantage of technical element is not good taken for the improvement of innovation productivity.(4) The analysis based on questionnaire survey of 110 enterprise shows the factors affecting technological innovation ability of agricultural industrialization leading enterprises, which are sorted by significance from high to low order as follows:R&D input factor, which involves 3 variables-level of equipments and devices, channel of scientific and technological information, sources of R&D funds; R&D output factor, which involves 3 variables -proportion of product sales, scientific and technological innovation type, achievements of scientific and technological innovation; R&D policy factor, which involves 4 variables-type of R&D institutions, approaches to obtain services, government’s policy support, administration department. There is a normal distribution on scientific and technological innovation ability of agricultural industrialization leading enterprises. The factor of R&D input stands first. Emphasizing on scientific research can achieve outstanding effect for technological innovative ability promotion of agricultural industrialization leading enterprises. The second factor is R&D output. The affection of technological innovation achievements is analyzed respectively from points of cost reduction, product quality improvement, environmental pollution reduction. The affection of technological innovation type is analyzed respectively from points of adoption of new equipments, new processes and new materials. The affection of proportion of product sales is analyzed from points of provincial sales situation, national sales situation and international sales situation respectively. R&D policy is the third factor. Policies on agricultural industrialization development should be formulated and implemented with the reference of successful models, and be adjusted modestly according to local situation.(5) The analysis based on questionnaire survey of 110 enterprises shows the factors affecting technological innovation efficiency of agricultural industrialization leading enterprises sorted by significance from high to low order as follows:R&D product factor, which involves 4 variables -channels of products exported, range of R&D, independent intellectual property rights, transformation of scientific and technological achievements; R&D team factor, which involves 4 variables -type of R&D institutions, level of equipments and devices, post-doctoral research station, enterprise organization mode; R&D funds factor, which involves 4 variables-sources of research funds, purposes of R&D funds, obstacles in R&D, support of government’s policy. In order to promote scientific and technological innovation efficiency, it should be done to emphasis on market demand for R&D products, to improve R&D team building, to focus on sources change of R&D funds, to ensure effective implementation of macro-control, to promote optimal configure of enterprises’scientific and technological resources.(6) The analysis of interested parties promoting and enhancing technological innovation ability of agriculture industrialization leading enterprises shows that agricultural industrialization leading enterprises should increase investment of scientific and technological innovation to raise the probability of R&D project support from government and scientific and technological agricultural administration departments. Government and agriculture administration departments would reduce enthusiasm, if they are asked to input too much resource to support one enterprise’s R&D project. To improve the probability of agreement to developing R&D project by agricultural industrialization leading enterprises, government and agricultural administration departments should increase input of agricultural industrialization resources, and improve enthusiasm of agricultural industrialization leading enterprises’agreement to support R&D project development.(7) Implementation approaches of policies for the promotion of technological innovation ability in Fujian agricultural industrialization leading enterprises are suggested as follow:That is to increase finance policy support and improve public service platform construction ability in R&D innovation, to optimize financial support mechanisms of technological innovation investment in agricultural industrialization leading enterprises, to promote effectiveness and competitiveness of technological innovation organizations in agricultural industrialization leading enterprises, to regulate benefits distribution system of technological innovation and risk sharing mechanism of R&D innovation project, to develop high efficient R&D management team in agricultural industrialization leading enterprises, to establish efficient incentive mechanism for R&D staff, to focus on technology direction and technology conversion rate of new products, to improve scientific and technological resources configuration in agricultural industrialization leading enterprises, to effectively promote the cooperation between scientific research institutions of high schools and agricultural industrialization leading enterprise.
