A Survey Of The Implementation Of Precision Poverty Reduction Policy In Xihe County

Since the reform and opening up,China has implemented a government-led large-scale poverty alleviation campaign.It has experienced relief assistance,development-oriented poverty alleviation,and has achieved remarkable results.With the deepening of the poverty alleviation and development process,poverty alleviation has entered the deep water area and the period of hardships,problems such as deep poverty and difficulty in poverty eradication have emerged.In the face of poverty problems and poverty alleviation in the new era,combined with China's national conditions and problem-oriented approaches,In 2013,the top-level design approach was the first to put forward the concept of precision poverty alleviation,thereby realizing the institutional changes in poverty reduction policies.After several years of exploration and practice,accurate poverty alleviation work has been carried out at the grassroots level.What is the effect of accurate poverty alleviation policies? How can poverty-stricken areas correctly identify,accurately assist,and accurately manage poverty-stricken rural areas? How to achieve a rational allocation of poverty-reducing resources,enhance the effect of poverty alleviation,and conduct a reasonable evaluation of the effectiveness of practice are all problems that need to be explored and solved.The report of the 19 th CPC National Congress emphasized that we must focus on conquering the task of poverty alleviation in the impoverished regions and solving the overall regional poverty.Xihe County is located in the Qinba mountainous area where the country is concentrating on contiguous poverty-stricken areas.It is a key counties for national poverty alleviation and development.It is also the main battlefield for poverty alleviation in the province and even the whole country,and it is a short board for poverty alleviation.This article selects Xihe County as the research object,and it is worth exploring and using for reference to investigate the effectiveness and implementation of the precision poverty alleviation policy and what kind of problems and reasons exist in the implementation process and how to improve the implementation effect of the policy.Based on the practice perspective of accurate poverty alleviation and grass-roots practices,this study takes rural farmers in poverty-stricken villages as the target,conducts field research on three poverty-stricken villages in the three special poverty-ridden areas in Xihe County,and visits the county poverty alleviation office,county government,and related departments..Based on the theoretical support of human capital theory,information asymmetry theory,and public policy performance evaluation theory,a comprehensive analysis of the effect of the implementation of the precision poverty alleviation policy in Xihe County was conducted using a combination of literature research methods,field research methods,and statistical analysis methods.The main research results of this article are:(1)Through in-depth research and analysis of the basic county conditions and poverty characteristics of Xihe County,and summarizing the implementation and effectiveness of accurate identification,precision assistance,and accurate management.Through summarizing and combing research literature on the causes of poverty,precision poverty alleviation,and poverty alleviation policy implementation evaluation both at home and abroad,it provides a theoretical basis and assessment framework for the investigation and study of the implementation effect of the post-precise poverty alleviation policy.(2)Constructing an evaluation system for the implementation of precision poverty alleviation policies.Based on the perspective of farmers,this paper attempts to construct an evaluation system based on two aspects of the implementation of precision poverty alleviation policies by farmers and the perceived evaluation of the effects of precision poverty alleviation policies.Perceived evaluation was conducted from the two dimensions of improvement and satisfaction,using the Likert scale to quantify the value of assignments,and the average value of each index was calculated to comprehensively evaluate the effectiveness of the poverty alleviation policy.(3)Based on field surveys and interviews,understand the basic characteristics of sample farmers and the causes of poverty,summarize and analyze farmers' knowledge and participation in local poverty alleviation policies,and combine farmers' perceptions of the effectiveness of poverty alleviation policies.Analyze the effectiveness of grassroots practice in Xihe County.(4)Based on field survey interviews with poverty-stricken villages and visits by the County Poverty Alleviation Office,the problems and causes in the implementation of the Poverty Alleviation Policy of Xihe County were summarized.Combined with the resource endowments and comparative advantages of Xihe County,it proposes practical and feasible countermeasures.The improvement measures are mainly from improving the participation mechanism of the population,focusing on the development of human resources in the rural areas,building a mechanism to lift the poverty-stricken areas,and strengthening the path of poverty alleviation of the characteristics of the industries.
