A Study On Precision Poverty Alleviation In Rural Areas Of Jinxian County,Jiangxi Province

Poverty is a worldwide and long-term problem,and it is also one of the most serious challenges facing humanity.As the largest developing country,China is also the backbone of anti-poverty in the world.The Party and the government have attached great importance to poverty reduction work.Since the 18 th National Congress of the Party,the Party Central Committee has included poverty reduction and development work in the overall layout of the "Five in One" and the "four comprehensive " The strategic layout,as the key work and bottom line goal of building a well-off society in an all-round way,is placed in a more prominent position.In 2013,China began to implement the targeted poverty alleviation policy.Through the adoption of a series of complementary targeted poverty alleviation measures,the adoption of precise identification,household-specific policies,and personal policies,the problem of poverty alleviation and poverty alleviation in the agricultural field has been gradually overcome,and great achievements have attracted worldwide attention.As of the end of 2018,the number of rural poor in the country has decreased from 98.99 million at the end of 2012 to 16.6 million,a cumulative reduction of 82.39 million.The incidence of poverty has dropped from 10.2% in 2012 to 1.7%,a cumulative decline of 8.5 percentage points.The achievements in tackling tough problems are encouraging,but in the practice of targeted poverty alleviation in rural areas,there are also problems of poor target,assistance measures,industrial projects and inadequate use of funds,which needs our attention.For many years,the Provincial Party Committee and the Municipal Party Committee have attached great importance to poverty alleviation work in weak economic development counties and districts,and have given a lot of support to projects,funds and policies.The focus and difficulty of precision poverty alleviation work is still in agricultural counties.This article selects the agricultural county Jinxian County as the research object,focusing on the problems and solutions in the practice of rural precision poverty alleviation.The main content of the article is as follows:The first part is the introduction,including research background and significance,research status at home and abroad,research ideas and methods,innovations and deficiencies.The second part introduces the concepts related to poverty and targeted poverty alleviation,expounds the thought of targeted poverty alleviation in China,and provides theoretical basis for this research.The third part introduces the development ofprecision poverty alleviation work in Jinxian County,including county conditions,basic conditions of rural poverty,measures for precision poverty alleviation work,and results achieved.The fourth part focuses on the problems and their causes in the precision poverty alleviation work in the rural areas of Jinxian County.The fifth part puts forward countermeasures and suggestions for optimizing the precision poverty alleviation work in the rural areas of Jinxian County from four aspects: improving identification ability,enhancing aid effectiveness,strengthening management,and improving the assessment mechanism.It is hoped that through this study,we can provide useful suggestions for the poverty alleviation work in the county,and promote the accurate poverty alleviation work in 2020.
